More than forty years since the reform and opening up,China's economy maintained rapid growth,the average annual GDP growth rate reached 9.5%.China's rapid economic growth mainly benefits from "extensive growth".It encourages market operation through industrial policies,continuously increases factor input,and relies on the competitive advantage brought by low cost.In the context of China's supply-side structural reform,the demand for high-quality development is growing day by day,and the growth of total factor productivity is the original driving force to support China's high-quality development,an important source of which is the reallocation of resources.At the same time,how to improve total factor productivity and narrow the gap of total factor productivity between regions has been a hot issue in the economic field,and the rise of the theory of resource mismatch has effectively explained it.As the most significant economic phenomenon in the world today,the essence of industrial agglomeration is the cross-regional flow and accumulation of production factors such as capital and labor,which coincides with the mismatch of resources.This paper studies the impact of industrial agglomeration on regional resource mismatch from three aspects: status quo,theory and empirical research,and discusses the flow and allocation mechanism of element resources during the evolution of industrial agglomeration from two different perspectives: agglomeration density and agglomeration externality.Provide suggestions for solving the problem of unbalanced allocation of regional element resources.The impact of agglomeration density on regional resource mismatch is analyzed from a dual perspective of linear and non-linear,and based on two transaction cost theories of element-specific cost and search-matching cost,the influence mechanism of Marshall-externality and Jacobs-externality externality on the flow of factor resources,and further elaborated the mechanism of the influence of agglomeration externalities on the mismatch of regional resources.At the same time,using the panel data of 30 provinces,municipalities and autonomous regions in China from 2002 to 2016,a dynamic panel data model was constructed for testing.The main conclusions are as follows:The empirical results of the linear effect of agglomeration density on regional resource mismatch indicate that the increase of regional agglomeration density will aggravate the under-allocation of capital and labor,but will improve the over-allocation of both.The empirical results of the non-linear effect of agglomeration density on regionalresource misallocation indicate that with increasing regional agglomeration density,the marginal effect of improving capital over-allocation will decrease with it,and the marginal effect of improving under-allocation will also decrease with it,but it will exceed a certain level.The agglomeration density will increase the shortage of under-allocation;at the same time,the increase in regional agglomeration density will increase the marginal effect of increasing labor under-allocation,and the marginal effect of improving the excessive labor over-allocation will decrease.The empirical results of the influence mechanism of agglomeration externality on regional resource misallocation show that:(1)Industrial specialization agglomeration will aggravate the excessive degree of capital allocation,but industrial diversification agglomeration has the excessive improvement effect of capital allocation,both of which will decrease with the deepening of agglomeration degree;(2)Industrial specialization agglomeration will aggravate degree of insufficient capital allocation,and with the degree of agglomeration and enhancement.Industrial diversification agglomeration has improve insufficient capital allocation effect,but with the degree of agglomeration and the lower;(3)Industrial specialization agglomeration will aggravate the degree of insufficient labor allocation,but industrial diversification agglomeration has the improvement effect of insufficient labor allocation,and all increase with the deepening of the concentration degree;(4)Industrial specialization concentration will aggravate the excessive degree of labor allocation,and with the deepening of the degree of concentration and reduction.Industrial diversification agglomeration will aggravate the excessive effect of labor allocation,but it will increase with the deepening of agglomeration.Finally,according to the relevant research conclusions obtained in this study,from the industrial clustering industrial agglomeration policy within the region,the industrial transfer policy of regional coordinated development,the organic and unified policy system of central policy and local policy,the combination of market allocation and plan allocation The resource allocation system and other aspects provide relevant policy recommendations for the spatial optimization of China's factor resources.
