Research On The Management Of Water Resources Utilization In Hohhot City

Water resources is an important resource for the survival and development of human society.It is related to water supply and food security in the process of human economic and social development,and affect the political and economic security of the country.With the rapid development of China's social economy,the contradiction between supply and demand of population and water resources is prominent,water shortage is serious,and the problem of water resources utilization and utilization management is increasingly prominent.Since the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping has delivered an important speech on China's water security issues from an overall and strategic level and made important instructions.On March 14,2014,General Secretary Xi Jinping clearly put forward the idea of water conservancy work in the new period of“water saving priority,space balance,system governance,and two-handed efforts”at the fifth meeting of the Central Financial and Economic Leading Group.The report of the 19th National Congress of the Communist Party of China clearly stated:"We must accelerate the reform of the ecological civilization system and build a beautiful China,and point out that we must adhere to the principle of saving priority,protecting priority,and restoring nature,and forming a spatial pattern and industry that conserves resources and protects the environment.Structure,production methods,and lifestyles are naturally quiet,harmonious,and beautiful."As one of the most scarce resources in China,water resources is of great significance in rationally utilizing water resources and improving the efficiency of water resources utilization management.As the capital of Inner Mongolia Autonomous Region,Hohhot is the economic,cultural,scientific,educational and financial center of Inner Mongolia Autonomous Region.In recent years,with the rapid economic development,water shortage has become a bottleneck restricting the development of Hohhot.In 2017,Hohhot has a permanent resident population of3.1148 million,and the per capita water resources of Hohhot is only255.8m~3,equivalent to 10.9%of the national average amount at 2074.5m~3.The relatively low efficiency of water resource utilization and management exacerbates the problem of water resource shortage.It is necessary to strengthen the management of water resource utilization in Hohhot,improve the efficiency of water resource utilization,and alleviate the contradiction between water resource supply and demand.The strengthening of water resource utilization management in Hohhot not only promotes the sustainable and coordinated development of population,resources,environment,economy and society in Hohhot,but also has a strong reference value for other central and western regions and water resource shortage areas to strengthen water resource management.This paper on the basis of reviewing the related literature at home and abroad,the management of water resource utilization is defined,and the methods of comparative analysis,water resources carrying capacity analysis,water resources characteristics in Hohhot,a certain amount of research has been made for the development and utilization,the study found that Hohhot in order to ensure the security of water,has adopted a series of management measures and policies and measures to strengthen the management of water resources,has obtained certain result,but is still very low,the water resources carrying capacity of water resources development and utilization is still needs to strengthen.Still face on the water resource utilization of water resources bearing capacity is low,unreasonable structure,low repetition utilization of water resources in the utilization of water resources,mainly exist in management in the utilization of water resources management agencies responsibility divided not clear,the lack of scientific planning and utilization of water resources,management mechanism is imperfect,the low degree of public participation and low degree of water saving consciousness.In order to improve the efficiency of water resources utilization and management in Hohhot,it is necessary to further improve the system and promote the implementation of relevant laws and regulations.Strengthen publicity and education and enhance public participation;To raise the level of scientific and rational development,planning and utilization;Comprehensively control the discharge of pollutants;Increase input in water resources management;Establish a monitoring and evaluation system for water resources and water environment carrying capacity.
