With the unified deployment of the central government,the implementation and active cooperation of local governments at all levels,social organizations,and the general public,the implementation of targeted poverty alleviation has enabled the vast majority of impoverished areas and the poor to find a path to development,which largely solves the absolute problem in China.The issue of poverty has made a significant contribution to building a well-off society in China.However,the southwest border mountainous region,which integrates borders,mountainous areas and ethnic groups,is the hardest part of poverty alleviation.The task of poverty alleviation is still very important.The effective implementation of precision poverty alleviation directly affects the results of poverty alleviation.As a huge public policy of the system,precision poverty alleviation mainly includes three parts: precision identification,precision assistance,and precision management.These three parts of work are mutually prerequisites and indispensable.They are the basis for the complete implementation of poverty alleviation.The success of a public policy requires the perfect cooperation of its implementers,in addition to a sound policy process.However,in the implementation of actual work,policy actors and policy participants have different roles,different abilities,different understandings of policies,and different benefits in the policies,leading to the formation of different interest bodies.It is difficult to form a joint force in poverty alleviation,and to play a game of interests in order to fight for and protect their own interests.In the grassroots society,the game of interests on the one hand weakens the effect of poverty alleviation,on the other hand activates rural political participation,promotes continuous improvement of policies,and enhances citizens' policy identity.However,how to reduce the game among the stakeholders and form a joint force to further improve the poverty reduction effect and promote the victory of poverty alleviation in the southwest border mountainous areas has become the direction of the next step.This article conducted a detailed field survey of the border mountainous township in Dehong Dai Jingpo Autonomous Prefecture-Su Dian Township,on the basis of which,the knowledge of stakeholder theory and game theory was used to accurately reduce poverty in Su Dian Township.The main stakeholders have identified roles,analyzed the interests of different roles in targeted poverty alleviation,and laid the foundation for the next game.The generation of the game is not only due to different interest demands,but more importantly,there is a cross-interest relationship,so this paper analyzes the main existing interest relationships in Su Dian's targeted poverty alleviation,and analyzes the game strategies of different stakeholders according to the interest relationships,and finally get the result of the game.During the analysis of the entire game,the author found that the stakeholders in Su Dian were imbalanced in the game,and the vulnerable groups(especially the majority of villagers)did not have the right to speak and lack the initiative in the game.This allowed the imbalanced game to continue,and It has consumed the working energy of helping the main body,prolonged the time for poverty alleviation,and weakened the effect of poverty alleviation.Based on this,the author's comprehensive interest game process proposes to integrate the benefits in poverty alleviation in order to precisely target poverty alleviation and win the battle in the mountainous areas of the southwest border.
