Study On Tail Water Utilization And Operation Management Of Diversion Project In Xuzhou City On The Eastern Route Of South-to-North Water Transfer Project

The tail water utilization and diversion project of Xuzhou City on the East Route of the South-to-North Water Transfer Project(SNWTP)is a comprehensive treatment of the tail water in the regions that have an impact on the East Route of the SNWTP,including the Bulao River section of the Beijing-Hangzhou Canal,the Pizhou section of the Central Canal and the Fangting River to separate the tail water from the artery water course of the SNWTP,ensure the water quality meeting the standard of surface water class III,and protect the water environment safety along the tail water works.This project encompasses numerous water areas and routes,entailing enormous amount of workload and responsibility.The construction of safe,scientific and efficient operation mechanism can ensure the diversion operation of tail water system and water diversion trunk line,protect the water quality of trunk line,and effectively enhance the regional water ecological environment capacity;it can effectively define the tail water project assets and promote market-oriented operation.It can greatly improve the regional water ecological environment,promote the construction of water-saving society,and has obvious ecological and social benefits.It can also enhance the ability of dispatching management,emergency warning and disposal,and protect the production and health and safety of the people along the diversion.Through literature study,field investigation and interview,case analysis and experience summary,this paper analyzes the current situation of operation and management system,tail water utilization and tail water diversion,and summarizes the following problems:confusion of management mode,lack of organization,incomplete system,unclear property rights,insufficient funds,immature market,etc.the tail water failing to meet the standards,the supporting facilities not sufficiently available,the low utilization efficiency;the incomplete diversion mechanism,the dysfunctional emergency mechanism,the insufficient environmental protection monitoring measures.To address the existing problems,this paper studies the construction of a new management system mechanism,mainly in the following four aspects:First,to promote the reform of the operation and management system.We should implement a unified and tiered management model,establish four-level management institutions in cities,counties,towns and villages,formulate operational management measures,establish a property right system with clear ownership,implementation of custody and protection rights and definition of income rights,improve the financial security measures of "who benefits,who bears" and implement the market operation mechanism of custody separation and the government purchasing services.Two,to improve the mechanism of tail water utilization.It is necessary to establish a three-level monitoring system for sewage treatment plants to meet discharge standards,uninterrupted monitoring at water quality monitoring stations and sampling test in laboratories;to form a three-in-one utilization system for industrial reuse,agricultural irrigation and urban landscape;and to formulate management measures to promote tail water utilization,conservation and protection,market allocation and agricultural irrigation priority.The three is to improve the operation mechanism of diversion.We should adhere to the six principles of diversion,improve the operation mechanism of water diversion period,flood season and irrigation canal by stages,form the lowest,designed and checked operation water level node control scheme,formulate emergency measures for accidental discharge and overhaul discharge of water quality,and implement environmental monitoring measures in four places,such as water diversion trunk,diversion channel,groundwater along the line and agricultural irrigation.In accordance with the principles of unified dispatching,hierarchical responsibility and paid use,the relevant system is formed.The four is to formulate safeguards for management development and reform.It is necessary to form a leading reform organization headed by the administrative person in charge;to formulate a list of issues,responsibilities and four safeguard mechanisms;to improve the laws and regulations of draft water management and promote the comprehensive enforcement of draft water management;and to safeguard the interests of the parties concerned to the greatest extent by utilizing remedial measures and social security system in accordance with the principle of democratic decision-making.
