Human activities and climate change directly or indirectly affect the water cycle and the characteristics of water resources more or less.In the process of development and utilization of water resources,it is necessary to consider adapting to these changes and to take corresponding measures in a timely manner in response to the negative effects that these changes created.As an oversized water diversion project in the world,The Middle Route of South-to-North Water Diversion Project can help to alleviate water shortages in North China to a great extent.Understanding the situation of water resources and its main characteristic in the water source area are conducive to the smooth progress of the water diversion project.Therefore,it is necessary to analyze the characteristics,development and utilization of water resources in the Middle Route of South-to-North Water Diversion Project and to study the adaptive utilization of water resources under environment changes.Based on academic research on characteristics of water resources changes and adaptive utilization of water resources at home and abroad,and summarizing the literature on development and utilization of water sources in the Middle Route of South-to-North Water Diversion Project,This paper uses the precipitation and runoff data from 1960 to 2015 to systematically analyze the spatial and temporal variations of precipitation and runoff in the water source area.From the in-depth understanding of the concept and connotation of the adaptive utilization of water resources,the theoretical methods and applied researches on adaptive utilization of water resources are carried out.The main contents include the following aspects:(1)Determining the geographical location and main characteristic parameters of water sources in the Middle Route of South-to-North Water Diversion Project.Based on DEM and field survey data,combined with geographic information technology and statistical methods,the river network was extracted through ArcGIS technology,the scope of the study area was defined,and water resources in the water source area were partitioned.(2)Analyzing the characteristics of water resources in the water source area.Monthly precipitation data in 15 meteorological stations and monthly runoff data in 3 hydrological stations from 1960 to 2015 in the water source area were collected and organized.The characteristics of precipitation in the water source area were analyzed by interpolation from the perspective of space;through the analysis of mutations,trends,and cycles,the characteristics of precipitation and runoff in the water source area were analyzed from the perspective of time,revealing its changing pattern.(3)Quantitative assessment of adaptive utilization of water resources in water source area.Based on the previous research results of the adaptive utilization of water resources,the quantitative research ideas and quantification criteria of adaptive utilization of water resources are proposed to further construct a quantitative index system.Single index quantification-multi-index synthesis-multiple criteria integration(SMI-P)assessment method was used to assess the adaptive utilization level of water resources in each sub-zone of water sources in the Middle Route of South-to-North Water Diversion Project.(4)Research on the countermeasures of adaptive utilization of water resources in water source area.In response to the factors and major problems affecting the adaptive utilization of water resources in water source area,combined with economic and social regulation,pollution source control,and ecological restoration and protection,comprehensive countermeasures for the adaptive utilization of water resources in the water source area of the Middle Route of South-to-North Water Diversion Project were proposed.
