The shortage of water resources has already become a"bottleneck"of regional sustainable development, and the main reason to this is the complex geological landform and unbalanced water distribution. After 50 years of research and planning, a large-scale project, South-North Water Diversion, which is also a ecological and socio-economic project, is decided to be built. It will greatly promote the economy of the coastal area, the reconstruction of the ecological environment and the development of the local social development. But at the same time, the great project brings challenges and difficulties to future development. According to the research on the water distribution of costal cities and the legal system of the water diversion projects home and abroad, the author found that there are some problems on the corresponding measures such as legal protection, supervision system and government authority, especially the issue of compensation. First, laws should be made to make sure that the government can administrate according to laws during the usage and maintenance of the project. Second, specialized organization should be established to check the water usage and avoid management disputes. Third, documents about water distribution and compensation programs should be put forward to make sure the proper usage of the project. Fourth, the intermediary institution like American"water bank"can be built to promote a reasonable distribution under the coordination of government and the market. Fifth, the information about water diversion should be published, so that the program can be open to the public. And the last, the power of government should be restricted to promote a circumspect decision-making environment.
