Research On The Countermeasures Of Uninhabited Island Governance In Liaoning Province

Since the 18th National Congress of the Communist Party of China proposed the "Marine potestatem" strategy,it has always been committed to ocean construction.As an important marine resource,the uninhabited island is related to China's national security,territorial integrity and economic development.As a coastal province in China,Liaoning Province actively responded to the call of the state and began to include uninhabited island governance in the key areas of marine work,and strive to improve the uninhabited island governance system and use island resources in an orderly manner.However,due to some inherent factors,there are still some problems to be solved in the current uninhabited island governance in Liaoning Province.Therefore,this paper sorts out the research on uninhabited island governance at home and abroad,clarifies the existing progress and existing problems of uninhabited island governance in Liaoning Province.Finally,based on the experience of typical island governance at home and abroad,it proposes some suggestions to promote the comprehensive management of uninhabited islands in Liaoning Province.First of all,this paper takes the realization of "Marine potestatem" as the research background and research significance.Through the use of literature research methods,factor analysis approach,comparative research methods and other research methods,we can understand the current academic research results on uninhabited island governance in Liaoning Province.Clarify the differences between related concepts such as islands(in the sea),governance and uninhabited island governance,and deeply understand sustainable development theory,land and governance theory,and conduct follow-up research based on these two theories.Secondly,this paper sorts out the current situation of uninhabited island governance in Liaoning Province.In recent years,the Liaoning provincial government has begun to attach importance to the deployment of uninhabited island-related governance.The maintenance of uninhabited island rights has been taken seriously.The ecological protection of the uninhabited island has achieved initial results.The introduction of relevant policies and regulations on uninhabited island governance.The media and the public are paying more attention to uninhabited island governance.These are the excellent results achieved by our province.But due to some limiting factors,There are also problems in the regulation of uninhabited islands in Liaoning Province,such as imperfect regulations and management systems,insufficient participation of social forces,the disorderly development of island resources,and the deterioration of the island's ecological environment.Thirdly,from the perspective of examples,the management experiences of six typical islands such as Maldives,Japan,United States,Zhejiang Province,Shandong Province,and Guangdong Province were introduced.Summarize their experience in uninhabited island governance in Liaoning Province.Finally,based on the above analysis results,this paper summarizes the countermeasures and suggestions for promoting the comprehensive management of uninhabited islands in Liaoning Province from the four aspects of legal system,talent strategy,infrastructure and scientific governance.Try to make suggestions for the realization of "a strong ocean province"in Liaoning Province and the realization of "Marine potestatem " in China.
