Study On Illegal Development And Management Of Uninhabited Islands In Guangxixi Zhuang Autonomous Region

Guangxi zhuang autonomous region is a rich island resources province,the island was fourth in the national total,second only to zhejiang,fujian,Guangdong,at present a total of 646 islands,in addition to the 14 inhabited island,the remaining 632 are all the islands with no residents.Due to some historical reasons,in guangxi and even the whole China on the management of the islands with no residents once appear fuzzy,chaos,the ownership is not clear,and so on and so forth,a large number of islands with no residents have been extravagant,disorderly,blind,destructive development,many of the island and even loss.By 2010,there were 437 uninhabited islands in the area,accounting for 69 percent of the total number of uninhabited islands.In 2010 the law of the People’s Republic of China on island protection act,the protection and exploitation and utilization of the islands with no residents work has a clear legal basis,the management work of the islands with no residents also gradually to the institutionalization,systemization and standardization.However,during the implementation of the protection of island protection law,the historical problems such as illegal exploitation of the law before the law become the biggest obstacle and bottleneck restricting the development of uninhabited islands in accordance with the law.This article introduces the GuangXi District development present situation,the management status quo of the islands with no residents,on the basis of governance in the field of public management theory as the instruction,through the analysis and research the government level,regulatory,administrative relative level in the islands with no residents illegally main problems of development in the process of governance,puts forward the corresponding countermeasures.
