In the 21st century, development in ocean has become more and more popular. Island is space of national land combining functions of land and ocean, and a special geographical unit where resources from ocean and land can transit, cross and recombine. Island is not only the carrier and support for the implementation of marine resources development, but also the basis for maintaining the marine ecological balance and the cornerstone to safeguard the national marine rights and interests, as well as the national defense. Uninhabited Island, as the majority part of islands in our country, has a unique and fragile ecological system. Moreover, it is facing the dual-challenges of environment protection and resource development. Therefore, it is urgent to accelerate the construction of scientific and reasonable planning system and method. Zhejiang has the maximum number of islands, and the types of island are various. To establish the island planning system facing to planning and management of different unit levels, and to promote the scientific development and effective protection of the Uninhabited Island with the method and concept of reginal planning and spatial management and control, have the meanings of academic and realistic.This essay would propose the perception of the Uninhabited Island planning from its concept, combined with the related planning theory and practice basis, and based on the background analysis of the Uninhabited Island development. Furthermore, three main points would be proposed with the example of the islands in Zhejiang, which are the classification system of the Uninhabited Island functions, the planning unit of the Uninhabited Island Group and the construction of the Uninhabited Island planning system. Last, based on the case study, the main conclusions and the drawbacks would be indicated in the paper as well.
