In recent years,various types of emergencies break out around the world frequently,which not only bring significant economic losses to the country and the people,but also pose a serious threat to the lives and safety of the people.Emergencies usually refer to sudden incidents that may cause casualties,economic losses,and environmental damage even seriously endanger social stability.Although the emergency management problem of emergencies has become an important research topic,there are still serious difficulties and challenges.When an emergency occurs,the decision maker of the emergency management must make a decision at the first time to implement the emergency medical rescue operation.In order to save more lives,it is necessary to implement rescue operations,such as timely and effective medical treatment services,and trans-shipment of the wounded.However,in the actual rescue process,the supply and distribution of medical supplies still have various unresolved problems such as unreasonable deployment and limited emergency supplies.These problems have seriously affected the efficiency of emergency response and hindered the smooth development of emergency rescue work.Therefore,how to solve the problems of material dispatching and distribution routes in the emergency management process has become a key point of emergency rescue.It can be seen that this is an important topic that deserves much attention and research.Therefore,it is of great significance to study how to rationally distribute medical materials and how to optimize the distribution route to improve the efficiency of emergency rescue.In view of this,this paper has carried out in-depth research on the scheduling problem of emergency medical materials and the optimization of transportation routes under emergency events.The main work is as follows:(1)Through the analysis of the process and potential problems of emergency logistics management,this paper summarizes the scheduling and path optimization of emergency medical supplies.And this paper finds the key to the research problem through analysis.There are many documents on the research of emergency medical materials scheduling and path optimization.By summarizing the contributions and inadequacies of the existing research literature,it lays a solid theoretical foundation for the research of this paper and clarifies the significance of this research.(2)Based on the background of emergency logistics management in emergencies,considering the characteristics of suddenness,uncertainty and harm,this paper proposes a two-stage emergency medical material scheduling model:The first stage is to select the location of the emergency material transfer station and allocate the demand points.The second stage is to optimize the transportation path of emergency medical supplies by means of helicopter and vehicle combination.Aiming at the problem of the first stage,this paper proposes an improved fuzzy C-means method to solve the problem of emergency transfer station selection and demand point allocation,and design the corresponding heuristic algorithm to solve.In the second stage,the results of the first stage are used to carry out optimization studies of specific transportation routes,and the model is established and solved with the goal of minimizing the total duration of transportation.This paper takes a case of an emergency in a certain area as an example to carry out numerical simulation experiments.Thus the feasibility and effectiveness of the model and algorithm are proved.This shows that the research in this paper has certain practical significance.This paper mainly studies the scheduling of emergency medical materials and the optimization of transportation routes in the context of emergencies.On the basis of fully considering the importance of ensuring the timely supply of emergency medical supplies,the research problem is decomposed into two stages to solve.It not only considers the timeliness of emergency rescue,but also considers the fairness of emergency rescue.Through a numerical simulation experiment,it shows that the proposed model and algorithm have certain practical application value,and provide a new idea and method for the future research on emergency logistics management.
