Although there are a declining number of oil spills due to the technical advancement and a series of more stringent regulations,major maritime oil spills still frequently occur,which results from the development trend of vessel enlargement and the extensive exploitation of offshore oil and gas.The scale of these oil spill accidents has repeatedly broken records,causing immeasurable damage to the marine ecosystem and the social economy.Given that emergency resource scheduling provides the foundation for all oil spill response operations,a scientific and efficient emergency resource scheduling scheme can tremendously reduce the negative impacts of oil spill pollution on the ecological environment and society,this dissertation focuses on the optimization of emergency resources scheduling in the context of major maritime oil spills.In this dissertation,we adopt the system engineering theory,modern optimization theory based on swarm intelligence,and multi-objective optimization theory to study the advanced methods and technologies related to the optimization of maritime oil spill emergency resource scheduling,with the goal of efficient oil spill cleanup on the basis of both emergency response efficiency and cost.This makes up for the deficiencies in the practical application of the existing optimization methods in the process of scheduling oil spill emergency resources,and obtains research results with certain theoretical significance and industrial practical value.For major maritime oil spill accidents,the emergency response process usually has various operations and has a significant multi-phase characteristic.Therefore,this dissertation divides the entire process of scheduling oil spill emergency resources according to the multiple phases of the maritime oil spill emergency response(mainly including the containment phase,the recovery phase and the cleanup phase).In this dissertation,the following research is conducted on the scheduling of oil spill emergency resources for different phases of the actual situations.(1)Research on the optimal scheduling of emergency resources in the containment phase of oil spill emergency response.In view of the dynamicity of the demand and transportation network state due to the oil film dynamic process in the containment phase,this dissertation has developed an optimization model of oil spill emergency resource scheduling considering time-varying demand and transportation network state based on time-varying parameters,which formulates time-varying functions to determine the specific values of the time-varying parameters at any moment by using the classical oil film dynamics model.This modeling methodology can effectively cope with the dynamic optimization problems in the process of oil spill emergency resource scheduling,and can provide the theoretical support for the subsequent exploration of oil spill emergency resource scheduling problems in other phases.(2)Research on the optimal scheduling of emergency resources in the recovery phase of oil spill emergency response.In view of the insufficient capacity of transportation vehicles in the recovery phase,this dissertation has built a two-stage oil spill emergency resource scheduling optimization model with the capacity constraint based on the split delivery theory.According to the two-stage characteristics of the model,a hybrid heuristic algorithm is designed to solve the two-stage optimization model in steps,and the feasibility and effectiveness of the model and algorithm are verified by the numerical experiments and sensitivity analyses.The methodology can provide decision support for the oil spill emergency resource scheduling under capacity-constrained conditions,and can improve the applicability of the optimization theory under complex capacity constraints.(3)Research on the optimal scheduling of emergency resources in the cleanup phase of oil spill emergency response.In view of the demands in multiple emergency resources in the cleanup phase,this dissertation has proposed a collaborative scheduling optimization model for multiple types of oil spill emergency resoures considering the characteristics of different emergency resources and the connection between emergency resource transportation and emergency operations.To solve the proposed model,the PSO-PGSA algorithm is designed in this dissertation,which adopts particle swarm optimization as the main framework to conduct the iterative optimization process and perform the global search,while the local search with plant growth simulation algorithm aims to further optimize the transportation routes.Finally,numerical experiments are used to analyze the algorithm performance as well as to verify the practical value of the model.This methodology provides a new perspective for studying the problem of collaborative scheduling of multiple types of emergency resources,and enhances the responsiveness of emergency response in the presence of multiple-resource demands.Through the study of the aforementioned problems,this dissertation further enriches the theory related to maritime emergency logistics based on the previous research results,which provides technical methods to solve the practical problems encountered in the process of oil spill emergency resource scheduling.Meanwhile,it can provide effective decision support for the relevant decision-making departments to deal with the oil spill emergency resource scheduling problem in practice.
