Resource-based cities are the "lifeline" of China's urban economy and the development of the entire national economy.They provide essential energy and raw materials for China's economic construction and play an irreplaceable role in the process of promoting industrialization and urbanization in China.However,due to the lack of overall planning,one-sided pursuit of economic benefits,resulting in natural resources being unregulated,excessive consumption of natural resources has seriously intensified the sharp contradiction between economic growth and the ecological environment.The enrichment of resources has indeed brought the development of the city to a stage of rapid growth,but the abundant natural resources do not necessarily bring long-term happiness to the city,and may also cause the region to fall into the "resource curse." The mature resource-based city,as the largest resource-based city type,is also the core guarantee zone of the national energy resources.It has unique natural conditions.If the sustainable development concept is not the guiding ideology of urban development,it is easy to fulfill the resources curse.Therefore,mature resource-based cities should carry out scientific planning in advance and avoid uncontrolled mining.They should cherish and rationally use abundant natural resources,carry out green transformation as early as possible,and take a sustainable development path in which the economy and the environment are coordinated.From the perspective of urban green transformation subject,this paper takes mature resource-based cities in Shanxi Province as the research object,and designs the dynamic resource-based urban green transformation system dynamics model of energy resources,economy,society,environment and technology.By adjusting the policy parameters of investment environment regulation,expense-based environmental regulation,government R&D investment,industrial investment structure,and enterprise R&D investment,the development trend of each policy situation is simulated.Based on the analysis,the relevant policy recommendations for the green transformation of mature resource-based cities are proposed.The development trend shows that the government's efforts to increase investment-oriented environmental regulation policies can promote the improvement of urban green economy than cost-based environmental regulation policies.Cost-based environmental regulation will crowd out the R&D investment of enterprises,and appropriate reduction of cost-based regulation can promote Enterprises should actively carry out green technology innovation.At the same time,the government and enterprises should increase investment in R&D,improve urban green technology capabilities,and drive innovation in green transformation.Finally,we should focus on optimizing the industrial structure,increasing the proportion of investment in the tertiary industry,and driving the diversification of urban industries.Only in this way can we achieve the goal of saving energy and reducing emissions.Therefore,the establishment of a three-in-one transformational combination system of government,industry and enterprises can complement each other's advantages and promote the early realization of green transformation in mature resource-based cities.
