Most resource-based cities are created because of the natural resources they possess.The development of natural resources promotes the prosperity and development of cities.Resource-based industry plays an important role in the whole industrial system of resource-based cities.Since 1949,resource-based cities have made great contributions to China's economic development and social progress,and greatly promoted China's industrialization process.However,with the rapid economic development,urban resources are increasingly exhausted,the ecological environment is deteriorating,many resource-based cities have exhausted resources and urban degradation,urban development is facing the risk of decline.With the rapid development of society,the contradiction between the people's increasing material and cultural needs and the limited supply of natural resources has become increasingly prominent,the multi-factor of Economy Society and environment resources impels the resource-based city to carry on the green transformation.Under this kind of background,if resource-based cities want to make future development strategy scientifically and reasonably and promote the sustainable development of green and low-carbon resourcebased cities,they must correctly understand the situation of urban transformation in the process of Development This paper analyzes the malpractice and deviation in the urban transformation and development.The research object of this paper is the resource-based city,on the basis of absorbing and drawing on the research results at home and abroad,from the perspective of systematic analysis,comprehensive utilization of multidisciplinary knowledge,through the combination of qualitative and quantitative methods,the introduction of the DPSIR model,the evaluation index system of green transition of resource-based cities is constructed.According to the characteristics of the sample data,a projection pursuit evaluation model is used to evaluate the green transformation in Panzhihua,and an accelerated genetic algorithm based on real coding is used to optimize the search of the objective function to obtain the weight values of each index,the influence of subjectivity on the evaluation results was eliminated.This paper contains five chapters,the first is the introduction;and the second is the theoretical basis;the third chapter is the construction of the evaluation index system of green transformation of resourcebased cities;the fourth chapter is the projection pursuit evaluation of green transformation of Panzhihua;the fifth chapter is the countermeasures and suggestions to accelerate the green transformation of Panzhihua.The main work of this study is as follows:Firstly,on the basis of literature collection,this paper analyzes the development trend and current situation of resource-based cities in China,and makes an in-depth study on the issues related to the green transformation of resource-based cities.Through field investigation and data sorting,we collected the relevant data of Panzhihua's national economy,social development and environmental governance,and laid the foundation for the following research.Secondly,the evaluation index system of green transition of resource-based cities is established by qualitative and quantitative analysis.From the point of view of system analysis,the paper introduces the concept model of Dpsir,based on the collection of relevant data and High Frequency Index Standard,widely selects the evaluation index that can describe the green transformation of resource-based cities,according to whether the index data is available The first step is to select the index by qualitative analysis,the second step is to select the index by grey relational analysis and delete the index which has less influence on the evaluation result,and the third step is to select the index by rank correlation analysis.It ensures the importance and independence of the index,and finally establishes the Evaluation Index System of green transformation of resource-based cities,which includes 33 indexes.Thirdly,the comprehensive evaluation of Panzhihua Green transition based on projection pursuit model.The evaluation and measurement of green transformation of resource-based cities is a multi-dimensional and multi-faceted complex problem,which is based on the Galway,non-normal and small sample characteristics of the sample data In this paper,the projection pursuit comprehensive evaluation model is used to study Panzhihua.This method has high accuracy,strong anti-interference and can expose the data sample structure to the greatest extent.At the same time,when the projection objective function is optimized,the real-coded accelerated genetic algorithm is introduced to search for the optimal projection direction,which can avoid premature convergence,high accuracy and high computational efficiency To make the results more scientific.The results show that the green transition of Panzhihua has a good trend,but the speed of the transition fluctuates obviously.Finally,according to the current situation of Panzhihua,this paper puts forward some suggestions and countermeasures to speed up the green transformation.
