Reasonable water resources allocation is the basis for the construction of “beautiful Countryside” in Zhuanghe City.Unreasonable and unbalanced water resources supply and demand in the comprehensive utilization of water resources in Zhuanghe City.These have led to a series of problems such as severe over-exploitation of groundwater,intrusion of seawater,too little ecological water supply,and unbalanced industrial layout in towns and villages.Targeting the construction of “beautiful Countryside” in Zhuanghe City as the goal,on the basis of fully understanding the temporal and spatial distribution of underground and surface water in Zhuanghe City,the regional water resources allocation plan suitable for Zhuanghe water resources and social and economic development is proposed.Limited water resources carry the sustainable development of production,life and ecology.This paper takes Zhuanghe City's “beautiful Countryside” construction as the research background,and studies and discusses the water resources allocation plan suitable for the actual characteristics of Zhuanghe City.Based on an in-depth investigation and analysis of the development of townships and the spatial and temporal distribution of water resources in Zhuanghe City,SWOT(Strengths,Weaknesses,Opportunities and Threats)method is used to analyze the development status and future development trends of various towns and Countrysides in Zhuanghe,and to determine the characteristics suitable for each township.Beautiful Countryside" construction mode.Then,according to the development plans of each township,the social and economic indicators and water demand range are predicted,the optimal allocation mode of water resources is constructed,the water distribution weight is determined,and different configuration schemes are obtained.Finally,a representative evaluation index is selected to evaluate and analyze the implementation effect of the water resource allocation plan,and an optimized water resource allocation plan is obtained.Conductresearch in the following areas:(1)Investigate the industrial layout,social economy,spatial and temporal distribution of water resources and the status of water supply in Zhuanghe City.And then Comb the existing water resources and township development problems in Zhuanghe City.(2)According to the actual characteristics of Zhuanghe City,the construction requirements of“beautiful Countryside”were put forward,and the“beautiful Countryside”construction mode was determined.Useing the SWOT method analyze the advantages,disadvantages,development opportunities and challenges of each countryside.Through analysis and calculation,the strategic direction and intensity of township are determined.(3)Based on the strategic development direction and construction intensity of each township,I'll make targeted predictions on the social and economic indicators of each township from the two aspects of normal development and high-speed development.Determine the water quota from both normal water use and water conservation.Obtain the water demand plan of conservation water-normal speed development,normal water use-high development.Finally,the rationality of water demand prediction is analyzed,which lays a foundation for water resources allocation in Zhuanghe City.(4)Constructing an optimal water resources allocation model with the goal of maximizing the water demand of each user.Based on the construction of “beautiful Countryside”,the weights of water distribution for each user are determined,and the corresponding configuration plans are determined from three modes: heavy ecology,heavy industry,and comprehensive development.The principal component analysis method was used to select representative indicators,and the configuration plans was evaluated by the analytic hierarchy process.The results show that the comprehensive development plan based on the construction of “beautiful Countryside” is more suitable for the future urban planning and sustainable development of water resources in Zhuanghe City.
