Suggestions On Perfecting The Legalization Of Water Resources Management System In China

Nowadays,the river basin water resources management system has become an important part of China’s ecological civilization construction.The improvement of the river basin governance system involves the establishment of water security,water management and ecological civilization system.For a long time,China’s watershed governance system actually belongs to a management system,and there are many problems such as fragmentation and unclear authority.Therefore,improving the relevant governance system through the rule of law of the river basin governance system is the focus of current river basin governance.The weight of the middle.This requires the improvement of laws on river basin governance and the correct and comprehensive enforcement of watershed management institutions.Improve the legal system construction of various river basin management systems,increase social participation,etc.,and use this to achieve a true leap from management-governance in China’s river basin governance system through the perspective of rule of law.This paper is divided into four parts to study the river basin governance system.The first part is about the definition and development of the river basin governance system,and the current status of the river basin governance system(including the current responsibilities of the wading department at the same level in China and the wading department at the lower and upper levels.A brief introduction was made to the division of labor.The second part analyzes the status quo and problems of typical river basin governance in China from the perspective of governance rule of law,and summarizes the problems existing in China’s current river basin governance system.In the third part,on the basis of summarizing the experience of the Tennessee River in the United States,the Murray-Darling Basin in Australia and the governance system of the Lake Galilee in Israel,the author draws the enlightenment from the perspective of the rule of law to improve the governance system in China.The fourth part gives the ideas of constructing and improving the water resources management system of the basin in China from five aspects: First,it follows the rule of law principle of “legislation first and then restructuring”;second,it establishes an authoritative watershed governance coordination mechanism;The supporting system related to the governance system;the fourth is to establish a multi-community governance system;and the fifth is to strengthen exchanges and cooperation between the river basins.
