Agriculture is an extremely important industry that cannot be ignored for countries or regions.As an important economic indicator of social development,water resources also provide core support for agricultural economic development.With the continuous expansion of the town,the population has grown rapidly and the water crisis has gradually emerged.Dongying is based on the Yellow River Delta and Dongying extremely lacking in fresh water resources although it close to the Yellow River.More than 90%of the city*s water needs to be supplied by the Yellow River and the per capita water resources are less than 300m3,which is only 11%of the national level.In the face of the situation that persistent increase in the water supply and demand pressure and the continuous squeeze of agricultural water resources,Dongying must put relevant research work to improve the efficiency of agricultural water use on the agenda in order to realize the long-term and efficient development of agricultureThis paper firstly based on the overview of the basic theory of water resources,Based on this,the concept of agricultural water resource utilization efficiency is defined.After an in-depth review of the current status of agricultural water use in Dongying City,the problems in the process of agricultural water resources utilization and management in Dongying City were revealed.Through the use of DEA method and Malmquist index,the comprehensive efficiency and the change of total factor productivity of all districts are measured and analyzed.Secondly,factor analysis method based on python is adopted to select the most influential factors from the ten factors which have an impact on the utilization of agricultural water resources.Through the analysis of this paper,the following conclusions are drawn:1.The utilization efficiency of agricultural water resources in the city is low.Total factor productivity(refers to:the efficiency produced by economic production activities in a given time.That is,the ratio between the input of all elements and the total output called TFP for short)generally shows a slow growth trend,with an average annual growth rate of 3.3%.Technological progress is the core factor to promote the increase of TFP and the Technical efficiency comes next.2.The utilization efficiency of agricultural water resources in Dongying City is quite different among each regions.In the five districts of Dongying,from high to low,the districts with high comprehensive utilization efficiency of agricultural water resources is Dongying District,Guangrao County,Hekou District,Lijin County and Kenli District.From the perspective of total factor production efficiency,each region has a slow growth trend with a large difference in growth rate.The comprehensive efficiency of agricultural water resources in five districts and counties has a positive correlation with the level of agricultural production technology,and has no obvious correlation with the level of economic development.3.The agricultural production allocation structure of Dongying City needs to be further optimized and adjusted.The factor analysis method was used to analyze ten selected indicators,and the agricultural allocation factor,agricultural development compensation factor and agricultural development scale factor were obtained.It is found that the spatial differences between the various factors in the districts and counties of the city are large.This reflects that it is necessary to improve the overall scale of agricultural production allocation in Dongying city in order to improve the utilization efficiency of agricultural water resources.All in all,in order to realize the rational allocation of agricultural water resources in the study area and improvement of the utilization efficiency,it is necessary to improve the scale of agricultural production allocation in Dongying according to local conditions and improve the level of agricultural production technology.
