The spatial and temporal distribution of water resources in Shaanxi Province is uneven,and Shaanxi is one of the most serious water-short provinces in China.As an important province in “the Belt and Road” strategic layout,Shaanxi Province has assumed the important task of building a new platform for economic,political,and cultural cooperation for the whole world,especially countries along the route.However the severe water problem has become one of the most important factors restricting this strategic layout.The contradiction between supply and demand of water resources,low water use efficiency,and water pollution problems are becoming more and more serious.Changing economic growth patterns,coordinating the relationship between water resources utilization,economic development,and environmental protection,and increasing the efficiency of water resources utilization are important issues that need to be addressed in the current development.Taking various cities in Shaanxi Province as the research object,this article measured the efficiency of water resources utilization,and proposed efficiency improvement strategies for different cities.First,considering the impact of water use on the environment,using COD discharge as an undesired output factor,the SBM model was uesd to measure the overall efficiency of water use,pure technical efficiency,scale efficiency,and returns to scale,and analyzed the status of water resources utilization.Then the factors affecting the utilization efficiency of water resources were summarized by the literature research method,and the degree of impact of the use efficiency of water resources in Shaanxi Province was studied through the SFA regression model.Finally,based on the SBM-SFA three-stage analysis approach,the impact of environmental factors on the efficiency of water use was eliminated,the management efficiency reflecting the internal management level was obtained,and the water use efficiency was further deconstructed into management efficiency and environmental efficiency.Classified cities in Shaanxi Province according to these two efficiencies,and efficiency improvement strategies were proposed for different situations.The paper fully describes the current status of the use of water resources in Shaanxi Province,analyzes the factors that influence the efficiency and proves that the external environment is conducive to efficiency improvement and the level of water resources management is not conducive to efficiency.Under the dual perspectives of management and environment,the ten cities in Shaanxi Province are further divided into three situations.According to different situations,specific strategies are proposed.Yan'an and Ankang should both improve the management level and the external environment.Xi'an and Yulin only need to improve the external environment.Tongchuan,Baoji,Xianyang,Weinan,Hanzhong,and Shangluo should pay attention to maintaining a good environment for the use of water resources,learning advanced management experience,and improving management level.Studying the utilization efficiency of water resources has certain reference significance for a comprehensive understanding of the water resources utilization status in Shaanxi Province,giving guidance for the classification of local conditions,and formulating water resources management policies.
