The resource-based region has a unique natural endowment and has long been developing and expanding its economy by mining and transporting mineral resources.However,a single rigid industrial structure and a deteriorating ecological environment are often “accessories” in the extensive development of resource-based regions.Compared with the general regions,the polarization of factor allocation and the lock-up of industrial self-upgrading in resource-based regions are extremely serious.Considering the non-renewability of natural resources,the traditional development model will inevitably make the resource-based economy difficult.The 19 th National Congress Report points out that China's economic development should pay more attention to the transformation of development mode,optimization of economic structure,transformation of growth momentum in the new era,and put forward green,low-carbon,high-quality development requirements,which Points the way for a resource-based economy transformation.Green development is a high-quality economic operation mode,and its core is to emphasize the Harmony with the environment in the process of economic development.At present,the theoretical research on green development in academia is mostly based on the connotation of concepts and the measurement of green performance.There are few researches on the mechanism of green transformation in resource-based regions,which economy is highly tied to the environmental.Therefore,studying the green transformation mechanism of resource-based economy is the starting point of this paper.This paper takes the development of resource-based economy as the starting point and studies the mechanism from "black" to "green".First of all,through the combing of relevant literature and theory,the law of economic operation in resource-based regions is clarified,and the current theory of green development is studied.According to the research scope of scholars on green economy,the paper analyzes the connotation and extension of natural capital theoretically,and puts forward the concept of green development under the perspective of natural capital.At the same time,it also discusses the limitations of guiding green development,and then clears The theoretical basis used by the Institute next.Secondly,using the basic theory of Marxist political economics,the paper regards green as an organic part of economic growth process,and discusses the mechanism of environmental impact on economic growth from four aspects: labor value,labor creation value,constant capital and green capital.Thirdly,the paper carries out a theoretical investigation on the value creation methods of various sectors of the resource-based economy in different development periods.On this basis,from the perspective of value proliferation,the paper embeds environmental-related factors in Marx's process of capital accumulation,and Investigates the harmonious symbiosis between the environment and the economy,thus studies the regional green transformation mechanism.The study finds that resource-based economy can achieve green transformation through three paths of technological innovation,industrial transformation and upgrading,and resource property rights system optimization.Finally,according to the transformation mechanism,the paper proposes relevant policy recommendations.In the future,the resource-based economy should accelerate the implementation of the talent priority development strategy and fill in the short supply of innovation supply;establish a green industry development fund and scientifically manage resource revenue;expand the degree of openness to the outside world and promote industrial linkage development;improve the resource environmental property rights system and the efficiency of production factor allocation,which promote the economic green transformation.
