Research On Guizhou Economic Green Transformation Path Under The Constraint Of Resources And Environment

With the economic development has entered a new normal and the international development situations have taken place some new changes,new requirements have been put forward for the efficiency of resource utilization and healthy living environment in the economic development,The green development concept called "both ecotope and economic development,lucid waters and lush mountains are invaluable assets" should be practiced,the transformation and upgrading of economic development has become an era subject that all regions are confronted with.In term of Guizhou,facing with the dual pressure of speeding up economic development and protecting ecological environment,in order to fundamentally alleviate the natural resources and environmental constraints,changing the situation of small total economic volume,low per capita income level and a backward mode of economic growth,it is necessary to innovate the development mode and pursue a green transformation path that meets the requirements of the times.Based on the analysis of Guizhou’s economic development,the natural resource and environmental constraints and green transformation measures,the paper empirically studies the effects of Guizhou’s economic green transformation and the main factors affecting the green transformation of Guizhou’s economy,and a basic path and countermeasures which may help the green transformation of Guizhou’s economy have been developed.The full text mainly includes the following five parts:（1）Raising questions and analyze Guizhou’s economic development status（Chapter 1,Chapter 2,Chapter 3）:Chapter 1 mainly elaborates the research background and significance of resources and environmental pressure and the necessity of transformation of economic development path,and puts forwards research ideas and study methods.The relevant concepts and theoretical basis of the research are discussed in Chapter 2.Chapter 3 analyses the economic development situation of Guizhou and horizontally compares it with its surrounding provinces and cities.It can be found that Guizhou’s economic aggregate and comprehensive economic strength have been significantly improved by relying on the advantages of ecological environment,but the overall economic strength are still lower than those of the surrounding provinces and cities,which also means the opportunity cost of Guizhou’s economic green transformation development is also lower than that of the surrounding provinces and cities.（2）Resources and environmental constraints analysis of Guizhou’s economic development（Chapter 4）:based on land resources,water resources and energy resources which are closely related to economic development,this paper analyzes the resource constraints of Guizhou’s economic development.In terms of water resources,it indicates that Guizhou’s faces a serious situation of engineering water shortage.In addition,there may be a"resource curse"effect in the aspect of land resources when the economic development is driven by the high investment of construction land.As for energy,Guizhou takes coal as the main energy consumption,and its energy structure is unreasonable.From the point of view of ecological environment,the environmental pressures of Guizhou was analyzed.It shows the fragility of ecological environment in Guizhou was increasing and the eco-carrying capacity was under the state of ecological overl oad.The per capita ecological footprint of Guizhou increased by 0.4101hm².cap^-1,from 2.1999hm².cap^-1 in 2009 to 2.6100hm².cap^-1 in 2016.（3）Empirical analysis on the green transformation of Guizhou’s economy（Chapter 5）:Analyzing Guizhou’s economic growth from two aspects:economic development efficiency considering resources and environmental constraints and economic development efficiency ignoring resources and environmental constraints.It can be found that,taking measures to improve environmental quality and energy efficiency can increase the efficiency of economic development in a long-term.（4）Analysis of the main factors affecting the development of Guizhou’s green economic transformation（Chapter 6）:Given that the economic efficiency of resources and environmental constraints is a restricted variable which is between 0 and 1,the Tobit model was adopted to analyze the main factors influencing the green transformation of Guizhou’s economic.Through empirical test,the hypothesis test results are analyzed.It shows energy,environment and other factors have significant impacts on the relaxation of investment in green economic transformation.The input of environmental governance and education inve stment have the function of promote on economic green transformation,while foreign direct investment and energy consumption have a negative impact on economic green transformation.（5）The basic path and countermeasures for promoting Guizhou’s green economic transformation（Chapter 7）:Based on the qualitative and quantitative analysis of Chapter 4,Chapter 5 and Chapter 6,the paper develops the appropriate path for promoting Guizhou’s green economic transformation and development,which is centered on the construction of green consumption mode,green production system,green price mechanism,green management system and technology innovation.Finally,some corresponding countermeasures and suggestions are presented.
