Status And Countermeasures Of Marine Pollution In Qinzhou Bay

With the development of industrialization and urbanization,the continuous expansion of population scale,and the gradual extension of human activities from inland to coastal areas,the coastal economy is greatly stimulated at the expense of marine pollution.Marine pollution will have adverse influence on the sustainable development of social economy in coastal areas and have an irreversible effect on the marine environment in the long term.For example,the economic triangles of the Yangtze,the Pearl river,and the Beijing-Tianjin-Hebei region have all paid serious environmental costs due to rapid economic development.As a post-developing region,the Beibu Gulf is one of the cleanest bays in China.Since the economic development zone of the Beibu Gulf was upgraded to a national strategy in 2008,the economy has developed rapidly with respect to the gradual degradation of marine environmental.Qinzhou Bay is one of the important bays of the Beibu Gulf with the function of port,tourism,and aquaculture.In order to avoid following the old path of "Pollution First,Treatment Later",this study carries out the analysis of the current status and historical trend of marine pollution and its associated countermeasures in the Qinzhou bay.Our study will benefit the prevention and improvement of the marine environment in the Qinzhou bay and even the Beibu Gulf and have important practical significance for the sustainable development of marine economy and the construction of ecological civilization in Guangxi Province.After summarizing and analyzing the relevant studies at home and abroad,we obtain and discuss the current status and historical trend of marine pollution in the Qinzhou Bay using the method of literature study,questionnaire,interdisciplinary research related to marine science and public management theory on the basis of 30-years time series data from the Institute of Oceanography of Guangxi Province,Guangxi University,and Ocean administration of Qinzhou City.The mechanism of marine pollution and the source of pollutants will provide a scientific basis for the management and improvement of marine environment in the Qinzhou Bay.Following the understanding of the source and mechanism of marine pollution,this study analyzes the current governmental managements and policies on the Qinzhou Bay,including the participation main bodies,the related laws and regulations,current management situations and treatment countermeasures.The main problems on countermeasures for marine pollution includes the fragmentation of the governance hierarchy and governance function,the fragmentation of goal orientation,the fragment of information on marine pollution,etc.Finally,we propose several possible pathways to deal with the existing problems in the Qinzhou Bay in order to provide insights into the countermeasures of coastal pollution management in the Qinzhou Bay from the perspectives of the governance hierarchy and function,governance objectives,the information on marine pollution,etc.
