With the rapid development of social economy and network technology,the construction of smart city has become the development theme of the current city.Government informationization and As an important means to achieve the strategic goals of smart city,government informatization and government supervision play a crucial role in establishing the image of the government and enchancing the government's ability to govern and build a smart city.However,the way of government supervision has not changed fundamentally with the development of e-government,information island problem often exist.Therefore,how to implement the e-government supervision work efficiently and intelligently is a new examination paper for the supervision work today.This thesis through studies related to the construction of e-government system standard and supervision theory,combined with the actual situation of our country government functions,which uses the government's major project investment,administrative examination and approval,public resource transactions and administrative law enforcement departments as the four e-government monitoring targets,and the official as additional supervision main body.In order to attach the main body of supervision,an e-government monitoring system based on WebGIS was constructed.The monitoring function of “map + monitoring data” was used to improve the efficiency of government supervision,which has practical importance and value for the supervision department.The main work and results of this thesis are as follows:(1)On the basis of fully studying the current e-government construction system standards and monitoring theories,the investigation and analysis of the monitoring system is completed,and in order to solve the urgent business monitoring needs,the monitoring of multi-source data integration,the real-time monitoring of information islands,the warning and analysis monitoring of high-risk areas.This thesis puts forward the government supervisory scheme based on geocoding,official supervision based on real-time GPS solution.(2)Based on multi-channel,multi-source government data and real-time official car information,the monitoring system data modeling work was completed.The problem of standardization of government data storage and monitoring of data flow,supervision of database flow and other information circulation problems were solved.(3)This thesis integrates the Service-Oriented Architecture idea into the monitoring system,adopts RESTful Web service as the data communication channel,combines WebGIS with government supervision and builds Whole-process monitoring model based on geocoding.Besides,real-time business vehicles and multi-source heterogeneous data suspicious information monitoring map was builded Based on baidu hawk-eye service.a monitoring system was completed.
