After the end of the Cold War,in the background of integrating national defense industry and cultivating strategic industry,major countries in the world have gradually explored the way of civil-military integration.The practice of civil-military integration in China began in the early stage of reform and opening-up.Civil-military integration has become China's national strategy in 2015.Due to the long-term closed operation of the national defense industry in the fields of research and production,the lack of market competition mechanisms leads to the low efficiency of resources allocation in military-into-civilian part.Besides,the technology content and industrial chain of civilian industry is relatively low,resulting in the low technical level and the lack of core competitiveness of technology in civilian-into-military part.In order to solve the development problems of civil-military integrated manufacturing industry in China,it is necessary to improve its total factor productivity.Driving the development of civil-military integrated manufacturing industry with total factor productivity can promote its development quality by two sides of technical efficiency and technical progress.Therefore,this paper makes a systematic quantitative study on total factor productivity of civil-military integrated manufacturing industry in China to master its growth characteristics and explore its influencing factors.This paper provides some policy recommendations which have great practical significance for promoting its high quality development of civil-military integrated manufacturing industry.This paper bases on the panel data of 118 listed companies of civil-military integrated manufacturing industry in China from 2010 to 2017,uses DEA-Malmquist index model to measure total factor productivity index and its sources.Then,we establish a panel regression model to analyze its influencing factors and provide some policy recommendations about how to improve it.The results reveal that the total factor productivity index of China's civil-military integrated manufacturing industry showed a slight downward trend during 2010 to 2017,with an average annual decline of 5.2%,including an average annual decline of 6.3% in technical efficiency and an average annual increase of 1.2% in technical progress.During 2010 to 2017,the technical efficiency index showed a fluctuating decline trend,while the technical progress index showed a fluctuating growth trend.Because technical efficiency and technical progress do not achieve balanced growth,it is difficult to increase total factor productivity of the civil-military integrated manufacturing industry.According to the results of technical efficiency index and technical progress index,the listed companies of civil-military integrated manufacturing industry are divided into three types of high-efficiency growth enterprises,extensive growth enterprises and tragic growth enterprises.High-efficiency growth enterprises have the characteristics that both technical progress index and technical efficiency index are greater than 1.Extensive growth enterprises are those companies whose technical progress index or technical efficiency index is less than 1 while the other is greater than 1.Tragic growth enterprises have the characteristics that both technical progress index and technical efficiency index are less than 1.The number of high-efficiency growth enterprises is the least,while the number of extensive growth enterprises is the largest.Most of extensive growth enterprises are those companies whose technical efficiency index is less than 1 while technical progress index is greater than 1.The distribution of listed companies' growth patterns shows that military-civilian integrated manufacturing industry presents extensive development trend of insufficient technical efficiency.Exploring the influencing factors of total factor productivity in China's civil-military integrated manufacturing industry,it concludes that there is a significant U-curve relationship between total factor productivity and R&D capital input intensity.Total factor productivity decreases first and increases then with the increase of R&D capital input intensity.It is calculated that the inflection point of the curve is 27.31%.The average R&D capital input intensity of listed companies is much lower than 27.31% during 2011-2017,which is located on the left side of the U-curve.Enterprises of civil-military integrated manufacturing industry should increase investment in R&D to improve their total factor productivity.Besides,total factor productivity of China's civil-military integrated manufacturing industry is positively correlated with intensity of technicians input,level of human capital,growth ability and profitability of enterprise,while the level of technology selection and ownership concentration have negative impacts on total factor productivity.Therefore,we can effectively promote total factor productivity of civil-military integrated manufacturing industry by strengthening technicians investment,improving the level of human capital,expanding principal operations,matching technology selection reasonably and reducing ownership concentration.The characteristics and possible innovations of this paper lie in: The research of influencing factors of total factor productivity is carried out under the nonlinear framework,which finds out the U-curve relationship between total factor productivity and R&D capital input intensity of civil-military integrated manufacturing industry.R&D input can promote total factor productivity only when its intensity crosses a certain threshold,which provides new guidance and reference for enterprises and government to understand their relationship and make effective decisions about improving total factor productivity.Besides,this paper makes a systematic empirical study on total factor productivity of civil-military integrated manufacturing industry based on actual data,provides an objective evaluation and finds out its main influencing factors.The results are complementary to the existing research,which is innovative in the perspective of productivity in civil-military integrated manufacturing industry.
