China's economy is changing from a high-speed growth stage to a high-quality development stage.Manufacturing industry plays an important supporting role in China's economic development,and achieving high-quality development of manufacturing industry is a powerful means of China's economic transformation and development.In recent years,China's manufacturing industry has developed rapidly,but its international competitive advantage is still not obvious.Development of manufacturing industry has some problems,such as large but not strong,insufficient development momentum,low development quality,seriously damage to the ecological environment.These problems seriously restrict the high-quality development of the manufacturing industry and hinder the transformation development of China's economy.These problems cannot be solved by the input of traditional factor.The report of the China nineteenth National Congress of the Communist Party clearly pointed out that total factor productivity is an inexhaustible driving force to the sustainable development of China's economy.Green development is an important means of transforming the development mode.Promoting green total factor productivity is the best measure for sustainable development of manufacturing industry,and also is the inevitable choice for the manufacturing industry to achieve high-quality development.Therefore,it is of great practical significance to study the impact of green total factor productivity on the high-quality development of manufacturing industry.This paper firstly defines the connotation and characteristics of green total factor productivity and high-quality development of manufacturing industry,and summarizes the impact mechanism of green total factor productivity on high-quality development of manufacturing industry from a theoretical level.Secondly,this paper measures the high-quality development level of various manufacturing industries during 2009-2018 by constructing an evaluation system of manufacturing high-quality development,and measures the green total factor productivity and its decomposition terms of various manufacturing industries during 2009-2018 ty the SBM-Malmquist Luenberger index model.So that this paper clearly grasps the evolution track of the high-quality development level and the growth of green total factor productivity of 28 manufacturing industries during the observation period.Then,empirical analysis conducts two aspects: on one hand,from the perspective of the manufacturing industry as a whole,this paper empirically analyzes the impact of green total factor productivity on the high-quality development of manufacturing industry;On the other hand,from the perspective of different factor-intensive industries,this paper empirically analyzes the influence of green total factor productivity on the high-quality development of labor-,capital-,and technology-intensive manufacturing industries.It can be seen from the calculation results that the high-quality development level of manufacturing industry and different factor-intensive manufacturing industries is on the rise as a whole.Compared with different manufacturing industries,the development level of capital-intensive and technology-intensive industries is higher than the laborintensive industries.We can draw the conclusion from the empirical results: In terms of the whole manufacturing industry,green total factor productivity can significantly improve the level of manufacturing development,which mainly plays a role through technological progress;In terms of different factor-intensive manufacturing industries,green total factor productivity obviously enhances the development level of each factorintensive manufacturing industry.The promotion effect on labor-intensive manufacturing industry is mainly achieved through technological progress,and the promotion effect on capital-intensive and technology-intensive industries is achieved through both technical progress and technological efficiency.Finally,in order to promote the high-quality development of the manufacturing industry,we propose policy recommendations: Firstly,we must improve the level of technological progress and technological efficiency to increase the level of green total factor productivity;Secondly,we must enable universities,enterprises,and governments to work together to continuously improve the labor quality,cultivate innovative and high-quality talents.Using talent drives the high-quality development of the manufacturing industry;Thirdly,based on the industry characteristics of different factor-intensive manufacturing industries,we should focus on the role of green total factor productivity on various manufacturing industries to improve the degree that the green total factor productivity contributes to the high-quality development of various manufacturing industries.
