Evaluation Of The Development And Reclamation Of Reserved Cultivated Land Based On The Ecological Security

Food security is the root of human production and life,and cultivated land is the basic condition for ensuring food security.However,with the gradual acceleration of urbanization,a large number of high-quality cultivated land resources have been occupied,so,replenishing cultivated land is imminent.The development and utilization of reserved cultivated land is one of the most effective means of maintaining the dynamic balance of the total amount of cultivated land,and realizing the“balance of occupation and compensation”of cultivated land.But with the development and utilization of reserved cultivated land,not only the amount of available reserved cultivated land becoming less and less,but also the development difficulty is increasing as well,and the quality is decreasing year by year.The 19 th National Congress of the Party emphasized the basic requirements for ensuring the construction of ecological civilization,also pointed out that we must strictly abide by the "ecological red line",it is proposed that only the coordinated development of natural resources and ecological space can realize the ecological development of land resources.The new normal characteristics of the development and utilization of reserved cultivated land are faced with the high demand for land and resources,and the improvement of the dual requirements of ecosystem services.Jixi City is the main production base of coal in our province,with economic and resource development,the amount of cultivated land is decreasing,And cause serious damage to the ecological environment,the development of reserved cultivated land in the new era must guarantee ecological security,adhere to the principle of harmonious coexistence between man and nature,insist on saving and intensive,control the intensity of regional development,defining the natural resource protection bottom line and the development and utilization limit,scientific and rational development and utilization of reserved cultivated land,ensure ecological security,and achieve the trinity of "quality,quantity,and ecology",and ensuring the realization of the requirements of ecological security,food security,resource security and economic security issued by the central government.The study is based on the theory of land ecological security,sustainable development,and land scarcity,use "restrictive factors",geostatistical analysis,composite index model etc,Evaluation of potential for ecological development and reclamation of arable resources,and from the perspective of ecological security,put forward the technical model of reclamation reserved resources for reclamation and its countermeasures.The main contents and results of the full text areas follows:(1)Analysis for the overall situation of arable reserved cultivated land in Jixi City.The research shows that the arable reserved cultivated land account for a large proportion,which is30062.63 public items,accounting for 71.25% of the total area of reserved cultivated land,and which mainly distributes in Jidong County,Hulin and Mishan City in the east,there are a total of5260.68 hectares of arable reserved cultivated land in Jidong County,accounted for 17.5% of the total area of arable reserved cultivated land;there are a total of 9896.18 hectares of arable reserved cultivated land in Hulin City,accounted for 32.92% of the total area of arable reserved cultivated land;there are a total of 14,500.88 hectares of arable reserved cultivated land in Mishan City,accounted for 48.24% of the total area of arable reserved cultivated land.And the area of unsuitable plot is 12132.07 hectares,accounting for 28.75% of the total area of reserved cultivated land in Jixi City.If all the arable reserved cultivated land are redeveloped into cultivated land,the land reclamation rate will increase from 21.6% to 22.94%.(2)Evaluation results of ecological potential for arable reserved cultivated land.The arable reserved cultivated land in Jixi City are divided into the high,the medium and the low potential levels by using the GIS spatial analysis,in which the area of high potential arable reserved cultivated land is 15165.34 hectares,accounting for 50.45% of the total amount of arable reserved cultivated land.And the resource types are open to other grasslands and reclamation inland tidal flats,which are mainly distributed in Hulin,Mishan city and Jidong County;As for the area of potential arable reserved cultivated land,it is 11,486.23 hectares,accounting for 38.21% of the total amount of arable reserved cultivated land.And its main reserve resources are open grassland and reclamation inland tidal flats,mainly distributing in Hulin,Mishan City and Jidong County,and also distributing a small amount in the city's six district.While the area of low potential arable reserved cultivated land is 3411.07 hectares,accounting for 11.35% of the total amount of arable reserved cultivated land,The types of arable reserved cultivated land are open grassland,inland tidal flats,sandy land,bare land and reclaimable mining land,and it is mainly distributed in Hulin,Mishan City and Jidong County,and there are also a small number of distributions at the city level.(3)Eco-development and reclamation model for arable reserved cultivated land.Jixi City's arable reserved cultivated land are complex,special terrain makes development more difficult,This study proposes a priority development model,a main development model,a moderate development model,a first post-protection development model for different types of arable reserve resources,and other grassland and tidal flat development models that focus on ensuring that the ecological environment of the land is not damaged;and other grassland and tidal flat development models focusing on ensuring that the ecological environment of the land is not damaged;bare land development model focusing on improving soil fertility and organic matter content;tourism agriculture and ecological agriculture tourism mode focusing on protecting natural resources of the study area;the ecological development and reclamation model,such as the cultivation mode of special economic crops with emphasis on cultivating high-yield and high-efficiency crops,Andpropose countermeasures:first of all,attach importance to ecological security and establish a space for national ecological security;emphasize government functions and differentiate development according to local conditions;weak government interests and ensure food security;broaden the form of reclamation and improve the policy of benefit distribution,guarantees the development of reclaimed farmland reserve resources while realizing the construction of ecological civilization.
