Ecotourism is one of the most popular travel forms at present, among which wetland tourism is the most special in the ecotourism system. The wetlands are an indispensable part of the world's ecosystem as well as an important tourism resource, and evaluating wetland tourism resources in a scientific and effective manner can help promote the sustainable development of wetland tourism destinations.Currently, the scholars focus the studies on the maintenance of wetland ecological benefits and reducing the destruction to wetland ecology caused by human activities, etc. However,as tourism gradually advances, studies on the development value and protection of wetlands from the perspective of tourism resources are scarce.Meanwhile, people fail to objectively realize the development value of wetlands due to the lack of scientific, reasonable and universal evaluation index system for wetland tourism resources.Considering the above-mentioned situation and based on research achievements of the evaluation index system for wetland tourism resources at home and abroad, this paper formulated an evaluation index system for wetland tourism resources, which covers 4 levels and 31 evaluation factors by comprehensively applying a series of research methods such as analytic hierarchy process, principal component analysis, and questionnaire method, etc.Meanwhile, taking Panjin Wetland(Liaohe Civilization and Ecological Demonstration Area)as an example, this paper applied the index system so as to propose feasible strategies and suggestions for its future development, planning, and management based on the evaluation of the tourism resources in Panjin Wetland.(1)This paper first built the evaluation index system for wetland tourism resources, which consists of three index levels. The primary index level is made up of tourism resources, regional conditions, location characteristics;the secondary index level includes: the wetland tourism resources, degree of coordination with other resources, natural conditions, social and economic conditions, environmental and ecological conditions, accessibility, relationships with the surrounding tourist attractions;the tertiary index level contains 31 specific indexes. What's more, this paper quantified the indexes by means of questionnaire method, and analytic hierarchy process;then adopted principal component analysis to determine the weight and to conduct an overall evaluation of each functional zone of tourism resources in Panjin Wetland.(2)A detailed evaluation of tourism resources in Panjin Wetland was conducted with the index system.Firstly, this paper introduced the general situation of the research area, including the location and area of Panjin, topography, climate, rivers, population, and history, mine resources, tourism resources characteristics, etc. Then an evaluation of tourism resources in Panjin Wetland was conducted with the index system.(3)Based on the evaluation of tourism resources in Panjin Wetland, the author drew a conclusion: tourism resources in Panjin Wetland enjoy tremendous development value, while the score of each functional zone is significantly different;therefore, hierarchical and selective development should be advocated during the development process. In the end, corresponding development strategies were proposed. This paper built an evaluation index system for wetland tourism resources and applied the system in the tourism resources evaluation in Panjin Wetland, aiming to obtain a clear understanding of the development value of Panjin Wetland on the basis of evaluating each functional zone of Panjin Wetland(Liaohe Civilization and Ecological Demonstration Area). Therefore, this paper is of great significance in improving the image and popularity of tourism in Panjin City and even driving the economic development of Northeast China.
