The groundwater in Tai'an city is excessively exploited for a long time, and the pollution is aggravated. There are groundwater water level dropping, water quality worsening and ground collapsing issue already. We have studied and summarized the evolution law of the groundwater environment of the past 40 years; and posted the interaction between inside factor and outside factor of groundwater; and expounded the environmental effect which is caused by groundwater exploiting on a large scale; and proved the interaction between the underground development and utilization of water resources and economic and social development. We have analyzed the mechanism of the mutant of circulatory system of groundwater caused by ultra quantity exploiting; post the mechanism of groundwater power environment, predict groundwater power trend of environment evolving; We have studied the law that the chemical environment of groundwater evolved, analyze the relationship between inside factors and outside factors, such as hydro-geological structure of the groundwater system and agricultural activity, city blow down. We set up comparatively overall, rational water resource sustainable utilization evaluation index system; and we put forward a new method named Step-up Cascade Composite Index Method which link Composite Index Method with the model with step-up cascade structure. We have used this method to appraise current situation and development trend of water resource's sustainable utilization of Tai'an, and pointed out the question existing in the development and utilization of water resources of Tai'an, put forward corresponding countermeasure and suggestion.
