Government Management Research On Promoting The Development Of Marine Economy In Hainan

In the context of the maritime power construction of China and the accelerated resource development of the South China Sea,the development of marine economy undoubtedly takes an important part of the construction of Hainan pilot free trade zone.Accordingly,that the goverment gives full play to the role and promotes the rapid development of Hainan's marine economy not only comprehensively serves the national strategy,but also meets the need of Hainan's own social and economic development.In the national aspect,sea areas authorized by Hainan account for about two-thirds of that of China,but its marine economic output is less than 2%of national output.In this regard,through the comparative analysis of statistical data this paper finds that Hainan's marine economy has grown rapidly in recent years,along with the preliminary formation of marine industrial system and marine public service system and the gradual improvement of marine infrastructure,and the marine economy has taken an important part of Hainan's economy.However,due to late start of development,weak economic foundation and other reasons,Hainan's marine economic development is also faced with challenges,such as small economic aggregate,unreasonable industrial structure,insignificant effect of industrial agglomeration,weak investment function of the financing system,insufficient reserve of high-quality marine talents and long-term existence of disputes in the South China Sea.There is no doubt that the development of Hainan's marine economy is closely associated with the role and function of the government.In recent years,in order to promote the development of marine economy,Hainan provincial government has made great efforts in promoting the legal construction,macro-planning,institutional management,market order regulation and law enforcement,just to name a few,and has obtained great achievements.However,for promoting further development of Hainan's marine economy in future,some deficiencies should be overcome,such as incomplete legal system,insufficient systematic planning,weak drive of scientific and technological innovation,extensive resource management,decentralized marine management and law enforcement,and low public participation.Based on the above analysis,aiming to speed up Hainan's marine economy development,the government should develop its functions and role playing,optimize the top-level design,perfect marine macroeconomic system,improve the legal environment for the development of marine economy,increase investment in science and technology innovation,establish the marine talent cultivation system,conserve marine resources and protect the marine ecological environment,guide social forces in,expand opening to the outside,form the investment and financing guarantee system,and comprehensively promote the sustainable development of marine economy of Hainan.
