Government Management Research On Promoting The Development Of Marine Economy In Tianjin

The ocean is important space and resource base for economic and socialdevelopment in the coastal countries and regions. In the21st century, human beingshave ushered in a new century of ocean. The world’s major coastal countries andregions are accelerating the implementation of new marine development strategy,actively seizing the commanding heights of the marine economic development.Entering into the "12th Five-Year", China further enhances the marine economicdevelopment strategy to accelerate the transformation of the mode of developmentand to optimize the economic structure, and actively promotes the building of amarine power forward. National12th Five-Year Plan and the report at18th PartyCongress both clearly put forward the requirement of initiatively developing marineeconomy. At present, Our country is accelerating the pace of the pilot constructionwork to develop marine economy. As one of five coastal pilot provinces and citiesapproved by the State Council, Tianjin will usher in a period of unprecedentedopportunities for the development of marine economy.In recent years, with Tianjin Binhai New Area brought into national develop mentstrategies, marine industry, as the main carrier of the development,has entered a rapiddevelopment stage; the total marine economy has expanded rapidly. According tostatistics, city’s total marine production increases from136.9billion yuan in2006to308.84billion yuan in2010, an average annual increase of20.4%;In2010,unitshoreline output reached2billion yuan, ranking the first in the nation’s coastalprovinces and cities; port transport, Marine chemical industry, Seawater desalination,recycling economy and other industries are among the best in the country; offshore oiland gas, marine transportation, and other pillar industries have been expanding,marine fisheries, chemical industry and other traditional industrial structure hasbeen optimized; the leading role of science and technology gradually reveals. As awhole marine economy showed a good momentum of development.However, along with the development of marine economy, a number of problemsand contradictions gradually reveal.The small scale of the total marine economy, theirrational marine industrial structure,the low ability of independent Science andtechnology innovation, the serious pollution of marine environment, the extensive use of resources, marine macro-management level needing to be raised and otherproblems,which have become important factors to hinder rapid development of thecity’s marine economic. In order to solve these problems, in addition to thedevelopment of sea-related industries, government departments need to start from theadministration to solve the problems and threats faced by the development of marineeconomy through effective government measures,so that we can achieve purpose ofpromoting the sustained and rapid development of the marine economy.Based on fully understanding of the present situation of Tianjin Oceaneconomics and management, guided by Scientific Outlook on development, thisarctical analyzes the problems of the management of marine economy of thegovernment departments at this stage. At the same time,we learn the advancedexperience and good practice of marine economic management at home and abroad.On this basis, combined with public management principles and research methods, weevaluate the strategic measures of promoting the develop ment of marine economy.Finally, some targeted suggestions are proposed, providing some reference and basisfor government departments to make decision.
