This study finished two works: First,investigated and evaluated the quantity,quality,temporal and spatial distribution of water resources between 1956 and 2014 in Hebi city;Second,put forward the Comprehensive Water Resources Planning of Hebi.Research objective is to realize the rational utilization,optimal allocation,strict management,effective protection for water resources of Hebi.Finally,ensure the economic and social sustainable development.Conclusions: 1.It calculated the resources of Hebi using the area ratio method.The annual mean total water resources from 1956 to 2014 of whole Hebi is 433,960,000m~3.In which the surface water resources is 199,270,000m~3 and the groundwater resources is 334,670,000m~3.Repeated amounts are 99,980,000m~3.The annual mean total available water resources from 1956 to 2014 of whole Hebi is 343,310,000m~3.which is 194,990,000m~3 when the guarantee rate is 50% and 138,640,000m~3 when the guarantee rate is 75%.2.The total water supply quantity of Hebi is 501,400,000m~3 in 2015.The main problems about development and utilization of resources are water shortage,maldistribution in space and time,water pollution,waste,low utilization efficiency,some areas overexploiting too much groundwater.3.According to present surface water supply,South-to-North Water Transfer Project,groundwater control index of Henan provincial government and the reclaimed water,this parer carry out the water resources supply and demand balance analysis.It shows that water supply can meet the demand in 2020;Water shortage is 20,340,600m~3 and the rate is 3.4% in 2025;Water shortage is 25,125,300m~3 and the rate is 4.1% in 2030;The shortage rate is increasing.4.Followings are water saving plannings of Hebi.(1)In 2020,water saving irrigation area will increase 100,000 Mu.Effective irrigation area will increase 230,000 Mu.Effective using coefficient of farmland irrigation water will up to 0.695.In 2030,water saving irrigation area will increase 120,000 Mu.Effective irrigation area will increase 260,000 Mu.Effective using coefficient of farmland irrigation water will up to 0.705.(2)In 2020,the water consumption of 10,000 RMB profit in industrious production will reduced to 15.1m~3.water-reusing rate of industry will up to 96%.In 2030,the water consumption of 10,000 RMB profit in industrious production will reduced to 13m~3.water-reusing rate of industry will up to 98%.(3)In 2020,the popular rate of water saving apparatus for public water will be 80%.In 2030,the popular rate of water saving apparatus for public water will be 85%.5.Protection measures for water resources: According to the Statistical Data of water functional zones in Hebi,the present COD and NH3-Ndischarged into rivers are 4843.76t/a and 224.6 t/a.The cut portion for COD is 1182.49 t/a,and for NH3-N is 60.71 t/a.In 2020,forecasting COD and NH3-Ndischarged into rivers will be 3961.14t/a and 190.89t/a.The cut portion for COD is 299.87 t/a,and for NH3-N is 27 t/a.In 2030,forecasting COD and NH3-Ndischarged into rivers will be 3661.27t/a and 170.88t/a.The cut portion for NH3-N is 12.99 t/a.
