At present, the electronic information industry has become a strong impetus to the growth of the world economy.Since the 1990 s,the vigorous development of China's electronic information industry has become a strategic, pillar and leading industry in our country and has received unprecedented attention. However, there are still many problems in the process of development.Such as the regional development is unbalanced and the core technologies are controlled by others. In view of the important position of the electronic information industry in the national economic and social development,it has practical significance and theoretical value to explore how to promote the competitiveness of China's electronic information industry.By reviewing a large number of literatures, the author finds that there is not much research on the current competitiveness of electronic information industry in different regions, and most scholars use cross-sectional data.In the research of this article, the author innovatively combines factor analysis with TOPSIS to explore factors that affect the competitiveness of electronic information industry in different regions and make the evaluation results more objective and credible. The research of this paper is based on the theory of related industry competitiveness.First,it clarifies the relative concepts of electronic information industry and competitiveness theory and the statistical model of TOPSIS based on factor analysis. Then through the history and characteristics of China's electronic information industry, this paper briefly analyzed possible problems and challenges in the development of China's electronic information industry, including weak basic capacity and high dependence on core technologies;lack of innovation in key areas and failure to dominate ecological development;low level of informationization and inadequate integration of applications, which laid the foundation for the follow-up empirical and analysis. In the empirical analysis stage, based on the "diamond model" theory, this paper constructs the evaluation index system of competitiveness of the electronic information industry from the four aspects of production, marketing, scale and innovation.Through the factor analysis, the author concludes four important factors that affect the competitiveness of regional electronics and information industries in our country. Finally,by applying the improved TOPSIS method, the author evaluate the competitiveness of regional electronics and information industries in China objectively. The empirical results show that Guangdong and Jiangsu are relatively strong, while Hubei,Shanxi,Guizhou,Guangxi,Shaanxi,Chongqing and Inner Mongolia are weaker. In general, the competitiveness of electronic information industry in the eastern region is relatively competitive, the competitiveness in the western region is poor, while the central region has effectively connected the east and the west, and the characteristics of industrial development in various regions are distinct. At last, according to the differences and problems in the development of regional electronic information industry in our country, some policy recommendations are put forward: the enterprises should continue to strengthen the industrial base capacity, enhance the systematic innovation ability and create a synergistic development industrial chain;at the government level,it is necessary to clarify relevant functions, improve fiscal and taxation support policies, intensify financial support, vigorously attract industrial talents and promote cooperation among industries, universities and research institutes in order to promote the sound development of the regional electronic information industry in our country.
