Study On The Effectiveness Method Of Marine Reserve Management

Marine protected areas play an important role in the protection of marine ecological environment,the effective maintenance of ecological systems and the rational use of marine resources.After long-term efforts,China's marine protected areas have achieved great development at this stage.The number of marine protected areas across the country has increased significantly and it has now reached 267 marine protected areas.On the basis of considerable quantity,the improvement of management quality has been paid more and more attention by experts and scholars.At present,most of the tools for evaluating the effectiveness of protected areas management are management processes of protected areas,system design of protected areas and input and output of protected areas.This method can quickly determine the current management of the protected area and put forward improvement measures,which will help improve the management of the protected areas.Based on this,this paper takes China's national-level marine protected areas as the main research object,and constructs an effective management evaluation method applicable to the current status of marine protected areas in China.Based on the WCPA framework and on the basis of management and ecology,the management of protected areas is divided into facilities construction,planning and design,resource protection,and monitoring and evaluation.A management assessment method for marine protected areas was established,and a case study was conducted on the Shelly Island and the National Marine Nature Reserve of the Wetland in Binzhou,Shandong Province.The results show that the management of the protected area is better in terms of infrastructure construction,investment and security,but there are obvious deficiencies in the regulation of development and protection.It is proposed to formulate a community-based development plan,improve laws and regulations,clarify property rights and establish a corresponding social security system to achieve the goal of improving management.The latter part assesses the management effectiveness of the application of the newly established methods for 81 national marine protected areas in China.About one-fourth of the protected areas are in good management levels.The rest of the protected areas are at a level of qualified management and above,indicating that there is still much room for improvement in the management level of China's national-level marine protected areas...
