Study On Management Effectiveness Evaluation Of National Marine Protected Areas

Marine protected area is a protected area established to protect marine ecosystem balance and protect the existing rare marine species and resources.Its purpose is to maintain marine ecological environment and resources,and promote the sustainable development of marine environment.To ensure the protection and management of quality zone becomes a worldwide research hot issue in the field of protected areas and key protection,and management effectiveness assessment area is in protected areas are evaluated the level of management,in order to achieve the standard assessment is the reserve management department and its staff management activities from the reserve to obtain good management effect.The management effectiveness assessment activities,management departments to accurately understand the protection area of the actual situation and the existing level of management practice and effect,find the existing problems,improve the behavior,improve the management ability and level,to achieve the overall protection area and specific management objectives.So,in order to make the construction work area of our country and the protection of the marine management good and stable development,promote the protection area of career progress,and promote the sustainable development of the marine environment and economy,construction of effectiveness evaluation system of marine protected area management is very necessary,it can make an objective evaluation on marine area management effectiveness protection in China the diagnosis,scientific control of marine management problems,find out and explore the scientific method of improving the effectiveness of marine protected areas.This research based learning related framework and methods system in the study,combined with the work practice in the management of marine protected areas in our country,using the Delphi method and AHP,the system design of the effective management for our national marine reserve evaluation system,including standard and indicators layer and refinement indicators,a total of four aspects including 26 items and 42 indexes of evaluation standards and methods for interpretation,given its quantification and objectivity and ability.And use the evaluation index system construction of management effectiveness about Shengsi Ma'an archipelago special marine protected areas,Putuo zhongjieshan archipelago special marine protected areas,Nanji archipelago national marine nature protected areas Management were one by one score,results showed: zhongjieshan archipelago protected area and protection management effectiveness of protected areas in Nanji archipelago protected area to achieve good level,Ma'an archipelago protected area management effectiveness in middle level.And through the analysis of the specific aspects of the evaluation results of various protected areas and the analysis of common problems,the universal problems of the national marine protected areas in China are found.The evaluation results reflect the improvement of our national marine protected area management team,infrastructure construction,research and education activities,emergency management,financial support and self maintenance ability.According to the evaluation results,in order to promote the sustainable development of China's national marine protected areas and improve their related level,this paper analyzes the above problems and the influencing factors,and puts forward specific countermeasures.This paper is divided into three parts: the first part is to show China's marine protected areas,construction and management of the current development status and assessment of the situation are introduced,including China's current marine protected areas of light weight construction management,uneven levels of development and other issues,and pointed out and the necessity of establishing the evaluation index system of management effectiveness assessment on China's national marine protected areas,namely the construction of index system and evaluation by we can find our national marine protected areas in the existing management system and behavior problems,and make improvements,hoping to provide reference and support the construction and development and management effectiveness assessment activities of China's national marine protected areas.The second part is to build the evaluation index system and calculate the relative data of the three protected areas to calculate the weak links and the problems to be improved,and conclude some common problems of three protected areas.The third part puts forward some policy suggestions on improving the management mechanism of national marine protected areas and improving the management level.By making the existing management system,perfect management mechanism;pay attention to personnel training,improve the quality of personnel;to strengthen infrastructure construction,pay attention to the emergency management work;strengthen the construction of scientific research,pay attention to education activities;expand the financing channels,encouraged by the self income way to enhance China's national marine protected area management effectiveness level.
