Evaluation Of Utilization Efficiency Of Water Resources And Influencing Factors In The Economic Belt In North Slope Of Tianshan Mountains Based On DEA And Tobit Models

Water resources is precious in human production and life.The economic belt in north slope of Tianshan Mountains is the core area of Xinjiang's productive forces,in recent years,due to the rapid development of the city,the overexploitation of resources,unreasonable configuration and other reasons,the problem of water resources in this area is becoming more and more serious,which has restricted its development process.At present,under the guidance of the " The Belt and Road Initiative" inititive,with the "13th Five-Year" era,the economic belt in north slope of Tianshan Mountains ushered in a new opportunity in the new stage,to solve the problem of water resources,realize the sustainable development of water resources,construction of water-saving society is an important issue in regional development.In this paper,DEA(Data Envelopment Analysis)method and Malmquist total factor productivity index method are used to analyze the utilization efficiency of water resource of 20 provinces in economic belt in north slope of Tianshan Mountains from 2007 to 2016,and the Tobit model is used to analyze the influencing factors of utilization efficiency of water resource,Finally,combining with the development status of economic belt in north slope of Tianshan Mountains,some reasonable suggestions are provided for the utilization efficiency of water resource in the area in the future,so as to provide a reference for the better development and creation of water saving society.The results show that:(1)The utilization efficiency of water resources of 20 provinces in the northern slope of Tianshan Mountains from 2007 to 2016 is in the lower level,and the proportion of the city on DEA was 20%,15%,15%,5%,10%,15%,10%,15%,15%,15%,the utilization efficiency of water resources of city dominated by two or three industries is higher than which dominated by the first industry,such as Karamay and Urumqi.(2)The overall water utilization efficiency of water resources in the northern slope of Tianshan Mountains was "U" type during the 10 years from 2007 to 2016,in recent years,the utilization efficiency of water resources has been rising,and the main factor restricting the utilization efficiency of the water resources was technological innovation and economic structure adjustment.(3)Per capita GDP and proportion of the second industry is positively correlated with utilization efficiency of water resource,the proportion of the second industry proportion has obvious positive correlation,the per capita water resource occupancy and the proportion of the first industry proportion have negative correlation with utilization efficiency of water resource,and the proportion of the first industry proportion has significant negative correlation.
