The Anhui province was located in the north-south climate transition zone,because of the special geographical location,complicated and changeable climate,terrain conditions and characteristics of water system,coupled with the huge influence of human activities,so that the floods and droughts occurs frequently in Anhui province.According to statistics,since the founding of New China 60 years,it had different degrees of drought disaster occurred in about 50 years.As the impact of drought expanding,it had expanded from agriculture mainly to industrial,urban and ecological areas,and had a serious impact on the economic and social development in Anhui province.Therefore,the establishment of drought-resistant service organization is a effective way to cope with the threat of drought.The establishment and development of a drought-resistant service organization system can play an irreplaceable role in improving agricultural resilience,promoting agricultural production,reducing peasants' burden,increasing farmers' income,and maintaining social stability in rural areas.In order to calculate the drought resistance service level of Anhui Province,we construct the drought resistant service index system,and use the analytic hierarchy process and entropy weight method to obtain the weight of the main and objective indexes.Through the mathematical evaluation model,we grade and sort the drought resistance service ability level of 16 cities in Anhui Province,and put forward the main problems.On this basis,we discuss the drought relief mode construction in Huaibei plain,Jianghuai Hilly Area,along the Yangtze River polder area and Wanxi and southern Anhui mountain area.The results of the research are summarized as follows:(1)According to the data from the 16 cities in Anhui province in February,the basic framework of the drought resistance service organization system in Anhui is summarized.The system is based on the construction characteristics and current situation of drought resistant service organization and drought resistant service system,and puts forward the number of drought resistant service teams,emergency drought resistance equipment,There are 6 dimensions of drought relief service personnel,namely,quantity and cost,drought resistance,drought resistance and drought relief funds,and 20 indicators of drought service ability evaluation index system.It can provide theoretical guidance for the construction and development of Anhui's drought relief service system.(2)Through the construction of the mathematical model of drought resistance service ability evaluation,the drought resistance service capacity of 16 cities in Anhui province was evaluated quantitatively.The evaluation results were as follows: in the establishment of drought resistant service team,Anqing City scored 0.170,ranked first,followed by Chuzhou,Fuyang and Huangshan City,and the scoring value was 0.157,Huaibei,Bozhou and copper.The city of mausoleum is the lowest.In terms of the number of drought Service personnel,the score of Fuyang is 0.028,ranking first,followed by Huainan,the score is 0.023,and Huaibei is the lowest,only 0.002.In the emergency drought resistance equipment,Bozhou City score is 0.133,ranking the first,followed by Fuyang and Huangshan City,the score is 0.096 and 0.084 respectively,Huaibei city is the lowest,only 0.002.In the capacity of emergency drought resistance,the score of Fuyang city was 0.036,ranking the first,followed by Huangshan City and Xuancheng,with the score of 0.021 and 0.018 respectively,and the lowest in Huaibei,only 0.001.In the field of drought resistance,the score of Suzhou was 0.115,ranking the first,followed by Huaibei and Chuzhou,and the scores were 0.046 and 0.040 respectively,and Tongling was the lowest,only 0.005.In the field of drought resistance,the score of Anqing was 0.020,ranking the first,followed by Wuhu and Fuyang,with the score of 0.016 and 0.015 respectively,and the lowest in Tongling,only 0.001.The comprehensive drought resistance service capacity of Fuyang was the largest,up to 0.362,followed by Mount Huangshan and Anqing,respectively,0.319 and 0.297,and the lowest in Tongling,only 0.020.(3)According to the characteristics of the natural geography,climate,water resources and the present situation of drought resistance service system construction of Anhui province,it puts forward the appropriate drought resistance construction model in Huaibei plain area,Jianghuai Hilly Area,river polder area along the river and the western and southern mountainous area in Anhui province.The construction of drought resistance models in each area should be as follows: Huaibei's plain area should adopt a government oriented professional drought relief service organization construction mode;the construction mode of specialization and socialization should be adopted in Jianghuai Hilly area;along the Yangtze River region should adopt the function integration model;the western and southern mountainous area of Anhui province should adopt the function of fusion style construction mode.
