Drought and water pollution,river floods,urban floods,etc.are all part of the water disaster.The drought has a different feature from other water disasters,namely the"recognition" of drought.Water disasters such as water pollution,river floods,and urban floods are relatively sudden,and the development process is very rapid.Disasters will be formed within a few minutes,Such water disaster events are unpredictable and easily distinguishable.Sex.But the occurrence of drought is a process of accumulation,the speed is very slow,there is no obvious sign before the disaster,even until the disaster has formed,people have not realized that a drought has become a hazard.Therefore,it is of great significance and application value to study the process description of drought occurrence and development and on-line identification of drought.On the basis of pointing out the shortcomings of the existing drought identification process,this paper describes the process and identification mechanism of the occurrence and development of drought events,and follows up the drought through online identification method.Based on the knowledge integration integrated platform,the system realizes drought identification.Process and response process.Specific research results include:(1)Point out the shortcomings of the existing drought identification process.The existing drought identification process first decomposes and conceptualizes the drought.In recent years,the four types of drought generally accepted are meteorological drought,agricultural drought,hydrological drought,and socio-economic drought.On the basis of the four types o'f drought,static single-point classification and identification by direct observation method and in,dex calculation method,there are three shortcomings of hysteresis,rigidity and poor rolling in the whole process.(2)The process and identification mechanism of the occurrence and development of drought events are proposed and described.On the basis of the existing drought identification,abandon the practice of conceptual classification and identification of drought.From the perspective of the occurrence,development and end of objective events,the accumulation and decline effects of drought are regarded as physical processes,and the process is described as drought.The event is subdivided into four stages:drought accumulation period,outbreak period,disposal period and extinction period.It is also proposed that the process identification of drought needs identification mechanism,which is divided into information acquisition and acquisition,drought index calculation,dynamic online identification,and department linkage response.Steps,each step is closely linked to jointly promote emergency management of drought disasters.(3)A dynamic online drought identification method was proposed.The main purpose of drought identification is to make predictions and warnings for future drought trends.At present,most of the existing drought identifications are carried out after the drought has occurred,which has a great lag and cannot play a role in predicting and warning the drought;At the same time,each recognition is static during the drought process,and the complicated intermediate process between the two static recognitions is difficult to be truly reflected.Therefore,this paper proposes three methods of segmentation recognition,nested recognition and scrolling recognition.On the one hand,it can accurately identify the current degree of drought,on the other hand,it can make a reasonable prediction of the drought trend in the long,medium and short term in the future.And can correct the prediction results in real time,complete the transition from static recognition to dynamic recognition.(4)Inductive approach to process identification.Online identification can cover the whole process of drought events,that is,before,during and after the drought,the corresponding drought actions should be divided into three parts:daily action,response action,and post-disaster action.The identification and response of drought events are closely related.Combine.(5)Develop a drought response emergency response service system.Based on the knowledge map technology,component technology,and human-computer interaction technology,the development of the drought response emergency response service system is completed on the basis of the knowledge visualization integrated platform.The process of the drought event process is realized,the componentization of drought index calculation is realized,and the“human-computer interaction" is realized by rolling recognition.Finally,a typical drought event is taken as an example to simulate the application.
