Research On Benefit-Sharing Mechanism Of Cross-Regional River Resources

China is a large resource country with a large number of rivers and lakes,many of which are trans-adininistrative regions.With the rapid development of population and economy in China,the local governments along the river often produce various contradictions around the exploitation and utilization of river resources.At the same time,with the higher and higher requirements of ecological civilization construction in our country,the local governments' investment in the protection of the river environment is gradually increasing,but the effect of governance is not very significant,which does not form an effective resultant force,leading to the waste of manpower,material resources and financial resources.How to solve the problem of benefit distribution among local governments in the cross-regional river resources is the key to solve the cross-regional river problem.The establishment of a set of perfect benefit sharing mechanism is conducive to promoting the co-construction of cross-regional rivers and realizing the sustainable development of the whole river basin.Under the guidance of cross-regional governance theory,shared development theory and game theory,this paper discusses the mechanism of benefit-sharing through the analysis of literature analysis,qualitative analysis and quantitative research.Taking the Yangtze River economic belt as an example,it is found that the benefit distribution among the provinces in the Yangtze River economic belt is not balanced,and the environmental protection responsibility and benefit distribution between the upper and lower reaches of the Yangtze River economic belt are not equal.The sharing of river resources in each province has not formed an effective mechanism,the lack of detailed distribution scheme,the benefit compensation standard is not uniform and the form is single,the benefit sharing safeguard measures are not comprehensive and so on.Therefore,in order to solve the most critical problem of benefit sharing,this paper establishes the principle of constructing benefit distribution model.Based on the local government's actual demand for river resources,this paper quantifies the relevant factors that affect the demand,and constructs a benefit distribution model.Through the contribution of local governments to the sustainable development of rivers,the model is modified to make the distribution more reasonable.Finally,on this basic,the article puts forward the construction path of the benefit sharing mechanism of cross regional river resources.We need to start from three aspects:the establishment of interest distribution mechanism,the improvement of interest compensation mechanism and the improvement of interest protection mechanism.In order to realize the sustainable development of watershed area,maximize the benefit and form the final goal of virtuous circle.
