China is the largest developing country in the world and the most populous country in the world.Agriculture,as the source of food and clothing for human beings,and the foundation for survival,the development of agriculture directly affects the overall development of the national economy.China's agricultural production has long relied mainly on the growth of economic efficiency brought about by inputs of production factors.In the ?Thirteenth Five-Year Plan?,China has explicitly proposed to accelerate the transformation of agricultural production and develop modern socialist agriculture.Therefore,at present,China urgently needs to bring about the transformation of the agricultural economy through the improvement of agricultural production efficiency.The city of Ganzhou is the second largest city of land area in Jiangxi Province.It has always occupied the largest proportion of the total agricultural output value of Jiangxi Province in agricultural output value.Secondly,there are many poor people in Ganzhou City.As of the end of 2016,there were still 704,000 people in Ganzhou still not out of poverty,which accounted for 40% of the total poverty population in the province.The overall regional poverty problem is still rather severe.Therefore,it is necessary to systematically and comprehensively evaluate the differences in agricultural production efficiency between poverty-stricken areas and non-poverty,analyze the changing trends of agricultural total factor production efficiency,identify the main factors affecting agricultural production efficiency in different regions.It is of great significance to promote the rational and efficient use of agricultural inputs.Judging from the spatial differences,only two of the six non-poor areas did not achieve effective DEA efficiency in agricultural production.They were: Dayu County and Xinfeng County.Among the 11 poverty-stricken areas,8 counties(districts)failed to achieve DEA,namely: Jing County,Shangyou County,Xingguo County,Yudu County,Shicheng County,Ruijin City,Nankang District and Ningdu County.From the perspective of the overall efficiency average,the average efficiency of agricultural production in non-poverty areas is 0.956,which is very close to the ideal output,while the average efficiency of agricultural production in poverty-stricken areas is only 0.818.Therefore,it can be inferred that due to the lack of labor force in the poor areas and the lack of labor culture and other factors,the lack of experience in agricultural planting management and the unreasonable allocation of agricultural production factors,resulting to agricultural production efficiency DEA is less effective than non-poor areas.Judging from the trend of changes in the total factor productivity of agriculture,the total factor productivity of Ganzhou City was only lower than 1 in 2006 and 2013,indicating a negative growth.In other years,the agricultural total factor productivity was greater than 1.Compared with poverty-stricken and non-poverty areas,the average growth rate of agricultural TFP in poor areas is slightly lower than that of non-poverty areas.The values are 1.3% and 2.4% respectively.The gap between them is not obvious.During the years in 2008 to 2011,the two types of regions have large differences in the growth rate of total factor productivity.In addition,the improvement of total factor productivity of Ganzhou City was mainly caused by technological advancement.However,the average growth rate of agricultural total factor productivity during the sample period was only 1.7%.Therefore,it can be inferred that the whole 17 counties of Ganzhou City.The district did not attach importance to the role of scientific and technological progress in agricultural growth.From the specific influencing factors,the non-poverty areas mainly contribute to the agricultural production efficiency in terms of land factor input and socio-economic development level.The poverty-stricken counties mainly contribute to the low agricultural production efficiency due to scientific and technological input,labor input,and land input in agriculture.
