Water Resource Management And Water Culture Construction Approach In Shanghai Form The Perspective Of Aquatic Ecological Civilization

Since the beginning of the 21 st century,ecological civilization has always been one of the focuses of China's development plan.In this context,the Ministry of Water Resources first proposed the concept of aquatic ecological civilization in 2013 to promote the construction of ecological civilization,and established aquatic ecological civilization pilot cities in batches.After that,the aquatic ecological civilization has gradually become a hot topic in domestic water resources management research.Research on its concept,connotation,and evaluation indicators has been continuously developing,and the way of its construction is continuously updated.However,most of the suggestions on aquatic cultural construction are focused on school education,online publicity,and the construction of water conservancy scenic spots.This paper selected 20 influential definitions of aquatic ecological civilization from domestic literature based on content analysis method.After content sampling,index extraction and quantitative analysis,the concept of aquatic ecological civilization is concisely summarized.At the same time,20 representative aquatic ecological civilization evaluation index systems have been screened out,and common-appraisal indicators have been identified in the differentiated index system,which are summarized as 11 basic characterization indicators.The characterization indicators can be summarized into four categories as the aquatic ecological culture construction,aquatic ecological environment protection,and water resources development and water management system construction.Afterwards,on the basis of the study of the 11 basic characterization indicators,combined with the Shanghai Municipal Government's existing strictest water resources management system assessment,we comprehensively established the core indicators of water resource management effectiveness evaluation for aquatic ecology in Shanghai(namely: qualification rate of water functional district,headwater protection,water consumption per ten thousand Chinese yuan of valueadded by industry,utilization rate of agricultural irrigation water,water consumption control).And the effectiveness of water resources management oriented to aquatic ecological civilization is analyzed through the quantification and allocation of indicators.The meta-analysis method gives evaluation grades as excellent.And this paper gave corresponding countermeasures for weak items.Finally,from the perspective of the cultural landscape of geographical names,the basic statistics and spatial analysis methods are used to explore the interaction and influence of the cultural development of geographical names and the construction of water culture.This provides reference for the construction of cultural and water cultural place names in the water towns in the south of the Yangtze River.At the same time,specific implementation suggestions are given on the ways of water culture construction in Shanghai.The main research conclusions of this paper are mainly divided into the following three aspects:(1)Interpretation of Basic Concepts of Water Ecological Civilization and Establishment of Basic Characterization IndicatorsThe concept of aquatic ecological civilization was summarized as: preserving the scientific development as the guidance,making the maintenance of healthy water ecosystem and the sustainable development of water resources as the basis,achieving the sustainable development of society and economy,keeping human-water harmony as the core of civilized process and targeting at the development of material,spirit and regime.Among the 11 basic characterization indicators of water ecological civilization,there are universal consensuses on water ecological awareness culture,aquatic ecological environment protection,water resources development and utilization,and water management system guarantee indicators.Water landscape construction indicators exist some differences.(2)Evaluating the effectiveness of water resources management in Shanghai form the perspective of aquatic ecological civilizationWater eco-environmental protection is the weakest construction content in Shanghai's water resources management,but the overall construction effectiveness is excellent which evaluated by the meta-analysis method.In view of the problems,this paper proposes to improve the state of water environment in Shanghai by focusing on the improvement of water quality in the water functional areas of central urban areas,and accelerating the medium and long-term planning of river management.(3)Spatial Analysis of Water Culture Place Names in Shanghai and Approaches to Hydrology ConstructionThe spatial analysis of water cultural place names has three characteristics: strong correlation with the frequency of human social and economic activities,strong representation of the water environment,and regional characteristics.According to the characteristics of water cultural place names,this paper suggests increasing the number of water cultural place names,establishing protection mechanisms for water cultural place names,increasing the presence of water cultural place names,introducing water culture place names,introducing exhibition halls,memorial halls,organizing community exchange activities,policy incentives,subjective initiative,and design.Water cultural place names,thematic activities,and other ways to promote the construction of water culture.
