Thus the research on the public crisis of typhoon and the strategy of management has very high value and practical significance. Cangnan county, located in coastal area south of Zhejiang province, is threatened by typhoon, tide, rainstorm and other disasters in the flood season, the typhoon and the rainstorm frequently cause the flood. Typhoon poses great threaten to the production of industry and agriculture, traffic and transportation and the safety of life and property of people in Cangnan. The number of injured rates the highest in the top ten great natural disasters.The government have responsibilities to handle the crisis caused by natural disaster of typhoon. This article points out the shortcomings of the way in which the Cangnan county used to deal with the crisis and the reasons. In the light of the experience of coping with typhoon crisis abroad, this article states the principles and systems of handling the crisis.
