Study On The Present Situation And Countermeasures Of Meteorological Disaster Prevention In Shaanxi Province

In today's society,the economy is developing rapidly,the institution is gradually improving,the living standards of the people are constantly improving,and the impact of meteorological disasters on people's lives is becoming more and more intense.In terms of economic losses,infrastructure construction,in terms of social sensitivity and so on.Therefore,the prevention and control of meteorological disasters has changed from a special technical work to a public affair concerned by the whole society.Into the new era,life security,production and development,well-off life,ecological good has become the people's desire,the expectations of society,no matter which is closely related to meteorological work,meteorological departments escort,duty-bound.How to improve the ability of meteorological disaster prevention has become a hot topic.In order to explore a more suitable method for meteorological disaster prevention in Shaanxi Province,this paper is based on the theory of crisis management.Firstly,by collecting meteorological disaster data from 2007 to 2017,it reflects the characteristics of the disaster,the number of people affected and the direct economic loss,and has made a great deal of understanding of the basic situation of meteorological disaster in Shaanxi Province.Secondly,through on-the-spot visits to the Meteorological Station of the Shaanxi Provincial Meteorological Bureau,the Technical Support Center for Atmospheric Sounding,the Shaanxi provincial office of weather modification and other relevant directly affiliated units,in this paper,the four stages of meteorological disaster prevention in the process of public crisis management are introduced,and the existing problems are found out.It also compares the Crisis Management Practices of developed countries in the face of meteorological disasters and identifies gaps.Finally,the paper analyzes the problems and draws a conclusion on how to improve the weather disaster prevention work in Shaanxi Province in four stages of public crisis management.First,we should strengthen the popularization of meteorological disaster prevention and reduction among the whole people,innovate the contents and methods of the popularization and raise people's awareness of the crisis.Second,we should make use of the advantages of new media to release more refined early warning information on meteorological disasters.Third,to improve the accuracy of meteorological information in order to provide decision-makingsupport for the prevention of meteorological disasters,it is necessary to strengthen the construction of infrastructure,strengthen technological innovation and transform scientific and technological achievements to develop the ability of weather modification.Fifthly,we should be good at making use of the analysis of meteorological big data to make the suggestion of scientific site selection for post-disaster reconstruction.Sixth,carding the organizational structure to build a service platform.
