From a natural point of view,water resources are the basic resources for national construction.From the economic point of view,they are strategic resources among countries.At present,the contradiction between supply and demand caused by the shortage of water resources has gradually become the bottleneck that restricts the development of our country's social and economic development.To solve the shortage of water resources and meet the water requirements of social development,water resources need to be rationally allocated at present.The rational water resources allocation needs to provide a scientific and rational water resource allocation scheme for the industrial,agricultural,people's living and environmental development in the region in order to achieve the maximum social,economic and environmental benefits.Based on this,this paper takes the Jiangsu section of the East Route of the South-North Water Transfer Project as the study area,aiming at the situation of intensive water conservancy projects,dense river network and complex operation in the study area.The water resources joint dispatching information system is designed and developed for coupling production and confluence and water project scheduling.Based on the requirement analysis of the system,this paper divides the system into four modules:GIS visualization module,production and confluence module,water resource scheduling module and water source division module.It designs water resources spatial database and hydrological database,relies on the ArcGIS Engine platform and uses component development technology to realize the water resources Union.The development of the integrated scheduling information system.This paper introduces the design process of the related professional functions of the system:basic GIS function,gate station dispatching function and water source partition function.Among these,the gate station dispatching function is divided into three parts:hydrological simulation,gate station scheduling and multi-scale water analysis.In this paper,the data in 2009 is selected to show the operation results of three functions from the sub caliber scheduling,the switching capacity of the gate station and the division of water source,and a brief analysis is made.The system is verified by water balance,and the results show that the system performs well in the simulation of dispatching.The water resources joint dispatching information system has designed a better human-computer interaction interface,and based on the water demand of the water users on the micro level,the water supply is allocated.According to the reality,the scheduling statistics are carried out from different space caliber,and the source of the water source of each water gate is clearly divided.In practical application,this system can provide the simulation scheme of the gate station scheduling,which can provide guidance for the dispatching work along the water route of the south to North Water Transfer Project in the study area.The system can provide a statistical analysis of supply and demand balance based on the scheduling scheme.The water shortage statistics of agricultural,industrial,living,ecological and ship lock users are carried out from land level city,water resource partition,section,ladder and trunk line.The study is to study the supply and demand balance of water resources in the region,study and adjust the relationship between supply and demand,and make water resources for the development of water resources.Lay the foundation for macro decision making and rational allocation and scheduling.The system can realize the function of dividing multiple water sources,and divides the water supply sources of each water user from the Yangtze River,the Huaihe River,and local water.The results were classified according to different spatial scales,so as to provide references for each area to clarify the source of water and improve the water tariff policy.The research of this system fully embodies the development trend of the joint dispatching of water conservancy projects,which can provide powerful technical support for the joint scheduling of complex water resources dispatching and configuration system,and greatly improve the work efficiency and work quality of the related planning and design.It can be directly applied to the guidance work of prophase planning.
