With the continuous development of social economy,the situation of water resources in China is becoming increasingly prominent,such as the shortage of water resources,deterioration of water ecology,serious water pollution and flood disaster,which have become the main problems restricting the sustainable development of economy and society.For conventional water resources problems,a long-term governance plan,namely,the conventional water resources scheduling plan,can be developed.However,for sudden water resources problems,a timely and effective governance plan,namely,the water resources emergency scheduling plan,should be developed.Water resources emergencies include sudden pollution,engineering damage,sudden drought,etc.In recent years,the frequency of sudden water pollution incidents has been increasing and the harm has been expanding,which is an important part of water pollution incidents.Jilin province is a province with a large number of rivers and a large distribution of industrial enterprises.According to the implementation requirements of the second phase of national water resources monitoring capacity construction project and the actual needs of Jilin province,this paper designs a set of decision-making support system for water pollution emergency water resources management in Jilin province with complete functions from monitoring and scheduling to scheme management.Paper on the basis of emergency water resources scheduling system of domestic and foreign research present situation and general situation of Jilin province water resources,water quality situation and the existing infrastructure in Jilin province water resources system,for Jilin province water pollution emergency scheduling of water resources system construction by requirement analysis,on this basis,the system function and visual design,etc.The concrete content includes:(1)By analyzing the research,design and application of the emergency dispatching system at home and abroad,the shortcomings of the current emergency dispatching system and the development trend of the emergency dispatching system are obtained.(2)According to the requirements of the national water resources monitoring capacity construction project and the actual situation of water resources and water quality in Jilin province,the functional requirements and system performance requirements of the water pollution emergency water resources dispatching system in Jilin province are summarized and analyzed.(3)According to the demand analysis of Jilin Province's Water Resources Emergency dispatching,the business process of Jilin Province's water pollution emergency water resources dispatching system is sorted out.Combined with the top-down system design idea,the overall design of the system function is carried out.The system is divided into seven subsystems,and the functions of the subsystems and their functional relationships are described.(4)On the basis of the overall design of the system,seven subsystems are divided into functional modules by using the idea of aggregation decomposition,and each functional module and system flow are designed in detail.(5)According to the detailed design of the business and functions of each function module of the system,the visual design of each function of the Jilin province water pollution emergency water resources dispatching system was carried out,the design of the main function interface was displayed and the function analysis was carried out,and the process of incident disposal of the system was analyzed in combination with the case study.(6)This paper summarizes the design contents of decision support system for water pollution emergency water resources dispatching in Jilin Province,and puts forward the development trend of provincial emergency dispatching system design.
