Research On Reform And Development Of Gansu Geological Exploration Organizations

Geological exploration of our country was carried out in planned economic system and was influenced enormously by planned economic system.Since reforming and opening-up,to meet the need of sustained and rapid development of economy and society,geological exploration system of our country has kept being reformed and adjusted.Current structure of geological exploration organization is determined by historic evolution.The following problems could always be found in state-owned geological exploration organizations:too many professions,too excessive specialization,solid system,lower efficiency,no linking up between old and new technicians,single mineral-finding method and so on.In the period of transferring to market economy,with technology and geological resource,most state-owned geological exploration organizations should integrate exploration with development and form geological exploration industry,by which to adjust industry system,enhance strength and sustain development.Mineral property obtaining is the precondition of geological exploration industry developing,which is so important to relate with survival and development of state-owned geological exploration organizations.Enterprise reform of geological exploration organizations was carried on in 1980s with economic transition.With efforts of more than 20 years,a few effects have been seen.However,since all reforming was carried on within institutional system,just a few state-owned geological exploration organizations get rid of institutional structure and become enterprise.Even if the successful "Neimenggu Mold" and"Guangdong Mold" could inspire us a lot,it's still hard to replicate because of different provincial situations.Therefore,the enterprise of geological exploration organizations still faces many practical problems.To further reforming of geological exploration organizations,it's necessary to separate institution with enterprise,to separate welfare with business and necessary to try to set up modern geological exploration enterprise system.To promote separation of institution and enterprise,it should be generally carried out with differentiation strategy,and set up a system that focusing on property right reform,separating productive assets and non-productive assets,and separating institutional management and enterprise management.In Gansu province,geological exploration organizations try positively to find management modes according with rule of market economy and various of geological economy development,in order to improve geological economy's structure optimization.On the way to groping sustainable development,geological companies met some trouble and choke points,meanwhile,they summarized some pieces of reformational experience.In this paper,through analyzing enterprise reform obstacles of state-owned geological exploration organizations and analyzing reform and development mold and method of geological exploration organizations in imperfect market,assisting with practical investigation of Gansu Geological Organizations development status and comparing with reform examples of other provinces,exploration and research aiming on reform of Gansu Geological Exploration Organizations is developed,concludes with the Gansu Provincial Geological Prospecting Unit Development and Reform the Realization Way.
