The profitability of civil aviation enterprises depends on whether they have a scientific and rational airline network and the scale of transport capacity which is close to the market.In the changing market environment,a scientific and efficient selection of the most economical feasibility scheme from a large number of optimization schemes and the establishment of the correct route and flight schedule are very important for the airlines to gain more benefits.Air traffic control,airline,airport and passenger are the factors of selecting and determinating of airline network and flight time which should be taken into account.The main ideas are selecting route,adding and subtraction,type selection and time determination.Firstly,the research background and significance are introduced.The research status and bi-level planning method,airline network and flight time have been analyzed,and the innovation is expounded.At the same time,the research method is introduced,which shows the feasibility of this research.Second,the relevant theories and methods are expounded.The related theories and methods of bi-level planning,route network and flight schedule are expounded.Thirdly,the competitive environment is analyzed.From the angle of common economic indicators,from the angle of various traffic modes and the competition between airlines,the competitive environment in the course and time is analyzed.The Logit model,the HHI index and the Gene coefficient is introduced which confirms the necessity of this study.Fourthly,the evaluation system of route decision is set up,and the consideration of air traffic control,airlines,airports and passengers is integrated.9 indexes are listed.Using the principal component analysis method and using SPSS software,4 main components are extracted and the candidate routes are scored in a comprehensive way to get the effective route which should be finally opened.Fifthly,considering the total airport volume and air traffic flow,we build a bi-level planning optimization model of airline network and flight time.The upper-level planning is based on airline maximized revenue as the objective function,and the airline network optimization model is established to get the flight frequency and aircraft type of each airline.The lower-level planning takes the minimum flight delay cost as the objective function.The departure time model is established and a solution algorithm is established.The MATLAB is used to solve the model.Finally,Xiamen Airlines Tianjin is taken as an example and the formation of Xiamen Airlines Tianjin base line and departure time is simulated.Experiments shows that bi-level planning is more advantageous than previous single-level in improving airline revenue.
