Study On The Comprehensive Treatment Of Flight Delay In Kunming Changshui International Airport

Flight delay is a common problem over the world. At present, duiring the jumping-development of Chinese Civil Aviaition business the whole civil aviation industry has an increasingly poor operating efficiency under the restriction of systems and mechanisms such as traffic control mechanism, capacity control and software and hardware facility environment. Not only can the problems of domestic flight delay not be solved,but also it is likely to be deteriorated further due to uneven citizen quality, insufficient publicity and popularization of aerospace knowledge, deficiency of strategic theory research for the development of civil aviation industry and the increase of extreme weather, etc.Since the operation in June 2012, Kunming Changshui International Airport, which is a hub airport of Southeast Asia and South Asia and the countries of Europe and Asia, has a lot of flight delays due to the objective reality, i.e. the extreme weather in the location of the airport, and the imperfect construction of the airport, wherein, the events such as “occupation of the airport”, “refusal to leave the airport”, impacting the runway and even “a cheat of spreading false terrorism information in the airport” not only aggravate the influence of flight delay but also bring about huge pressure to the public management and social security, which cause huge losses of changshui airport, Kunming City and the development of relevant industries of Yunnan Province, strongly shock the reputation of Changshui airport and Kunming City and damage the good impression on Yunnan and Kunming City of many people for many years.This paper analyzes the reasons for the flight delay of Kunming Changshui International Airport from five aspects, i.e. governmental elements, airport, airline company, natural factors and passengers, and then puts forward several countermeasures, such as accelerating reformation of air traffic control mechanism,transformation of government fuctions, strengthening the construction of system and mechanism, strengthening the construction of intelligent airport and aerotropolis, optimizing the operation of the airport, implementing service remedy, strengthening the response to the harsh weather and improving the quality of passengers and so on many countermeasures, so as to realise implement comprehensive treatments for the flight delay of Kunming Changshui International Airport.
