The Research Of The Flight Delay Status And Countermeasures Of Guangzhou Baiyun Airport

In recent years, the civil aviation industry of China has achieved sustained and rapid development, the total transport volume traffic and passenger transportation ranked second in the world. However, in the same time, air traffic is increasingly crowded, flight delays often occur and gradually become a new public issue. Flight delay not only caused economic losses, but also brought a variety of social impact, and become an important factor restricting the development of China’s civil aviation. In this paper, the Baiyun Airport as an example, the current situation and the reasons for flight delays do a more in-depth analysis. From the perspective solving systemic problems of civil aviation operations, we propose countermeasures and suggestions for the Guangzhou Baiyun International Airport flight delay. Based on the author’s work in the ATC of civil aviation, combined with the theory of public management, this paper deeply analyzes the various aspects of domestic flight delays, and enriches the theory of flight delays. Based on the perspective of air traffic management, this paper analyzes the types of flight delays, and gives the countermeasures and suggestions, which have certain practical significance.This paper uses literature survey, field research, comparative analysis and inductive analysis methods to analyze the situation and flight delays of China and Guangzhou Baiyun Airport in recent years. It analyzes the reasons for flight delays from the importance of air traffic management and complexity based public management theory. The main reasons base on "People, Equipment, Resource, Management, Environment". Analysis of the personnel dimensions mainly analyzes the reasons for the two aspects of passengers and civil aviation practitioners, analysis of the machine dimensions mainly analyzes the reasons of the civil aviation facilities operation base aircraft, air traffic control system etc, analysis of the raw material dimensions mainly analyzes the reasons of the runway, stop, flight time and other aspects of civil aviation infrastructure resources, analysis of the method dimensions mainly analyzes the reasons of the operation coordination, information release and so on, analysis of the environment dimensions mainly analyzes the reasons of airspace, military civil aviation and the field area environment etc.This paper puts forward the suggestions and countermeasures to solve the problems of flight delay in Guangzhou Baiyun Airport. These suggestions and countermeasures include strengthening personnel training and publicity, strengthening infrastructure construction, constructing platform of Coordination Decision-Making and platform of information release, enhancing the communication and coordination between military and civil aviation, strengthening emergency management. Overall, this paper aims to propose on air traffic management perspective on how to solve the problem of delayed flights, provide better public services.
