The paper mainly gives a method to construct flight banks for hub airport in China. First of all, it analyses the feasibility and necessity of constructing flights bank in China.In the analysis of necessity, it defines the index of hub airports transfer capacity, and utilizes this index to estimate the transfer capacity of top 30 airports for throughput capacity of the world, then compares with the high transfer capacity airports and sums up the disadvantage of hub airports flight schedule in China.Secondly, it studies on the optimizing the flight scheduling with the feature of flight bank on the condition of hub-and-spoke air networks, this is the foundation of constructing flight banks. It do more research on the flight frequency, gives a model which merges the concept of passengers transfer cost to optimize the flight frequency for the airlines to maximize the profit of airlines and to make its flight frequency suitable for flight banks. The constraint conditions of the model are passengers demand, flight transport capability, and the maximum vehicles of taking on and off airports and so on. And, it uses a heuristic algorithm-TABU SEARCH ALGORITHM for the model. Basic on this, the paper gives the methods to construct flight banks in the condition of current situation of flight schedule management from adjusting flight schedule and transfer procedure those two sides.Finally gives a case to prove the effect and practicability of the method of constructing flight banks which studies on the paper.
