With the further development of the era of knowledge economy,laborers pay more and more attention to knowledge and technology.The research on the relationship between human capital and economic growth is not a new topic in academic circles.It has also gradually become the most active and positive factor in promoting economic growth.As the domestic economy has entered the "new normal" situation,how will the Tibet Autonomous region,together with the whole country,build a well-off society in an all-round way and further strengthen the sustainable development of the economy and society in the future? It is an urgent problem to be solved by the Party Central Committee and the autonomous region government.This article mainly uses the literature research method,the comparison research method and the positive analysis method.Literature research method is combing domestic and foreign human capital,economic growth and the impact of human capital on economic growth related literature and achievements,lay the foundation for the follow-up study of this article;comparative analysis,in the chapter of current situation analysis,By comparing the relevant data on human capital in Tibet with the domestic average level and such data in ethnic minority areas,it is found that there are deficiencies in the development of human capital in Tibet;By calculating the human capital stock and materialcapital stock in Tibet from 1990 to 2015,respectively,the Cobb-Douglas functions of human capital stock,material capital stock and economic growth are established by using the method of educational years and the method of sustainable inventory.The output elasticity and contribution rate of the two methods to economic growth are analyzed by Stata software.It is found that every 1% increase in Tibet's human capital stock will lead to economic growth of 0.5781%,while an increase of 1% in physical capital will lead to economic growth of 0.421%.The output elasticity of human capital stock to economic growth is slightly greater than that of material capital stock.However,when measuring the contribution rate of human capital and material capital to economic growth,the contribution rate of material capital stock to economic growth is much larger than that of human capital to economic growth.According to the results of the empirical analysis,this paper argues that Tibet has long relied on the stock of material capital to stimulate economic growth,which has led to inadequate development of human capital and the traditional employment ideas and production concepts of local labor force hindered the accumulation of human capital.Finally,from the point of view of human capital,this paper puts forward some countermeasures to promote economic growth.First,we should further highlight and emphasize education and comprehensivelytap educational resources to enhance educational strength.Secondly,we should improve the current situation of uneven distribution of medical resources.From only attaching importance to equipment replacement to at the same time pay attention to the training level of professional personnel to avoid waste of resources;finally promote the optimization of industrial structure release innovation and entrepreneurship potential guide the diversion of talent broaden employment channels.From the point of view of the study of Tibet's human capital on economic growth,there are some innovations in the following three aspects: 1.The measurement method is novel.In the second chapter,the main methods of human capital stock measurement will be listed in the definition of related concepts.And select the educational age law to calculate the relevant data of human capital in Tibet,and for Tibet,it is the first time to use the data obtained by the education age method as the empirical test of the stock of human capital.This paper analyzes the impact of human capital on economic growth,then calculates the data of physical capital stock in Tibet from 1990 to 2015 according to the method of perpetual inventory.It is also the first time to analyze the contribution of human capital and material capital to Tibet's economic growth by comparing the two kinds of capital.3.Proceeding from the special regional situation of Tibet,This paper studies the current situation of human capital and economic growth in special areas,studies its relevance,finds out the problems existing in the development of human capital,and puts forward corresponding countermeasures and suggestions.
