Human capital is the important factor for promoting economy continuously,quickly, and steadily. Following awakening and development of the knowledge-basedeconomy, the growth mode of world economy is relying more and more on theproduction, spread, and application of knowledge, and specialized human capital withknowledge and technical ability has taken place of the ordinary ones to be the decisivefactor of economic growth and social advance. To realize the dream of overtaking andthe historical leap forward, the Guizhou province has to make full use of varioushuman capitals which are the most active elements in economic growth. But thecurrent situation indicates that the economy of Guizhou province still mainly dependon the Investment in Fixed Assets. Under this background, we must clarify thesequestions below: What’s the situation of the human capital in Guizhou province? Howmuch are the economic growth contributed by human capital? Can the human capitalcome into being the most basic and powerful factor to accelerate the development ofGuizhou economy?On basis of human capital and economic growth selectively summarized in thisreview, one C-D model about production function model and human capitalclassification, which was founded on the basis of new economic growth theory, wasused to empirically study the economic growth contributed by both the basic andspecific human capital in the year of2012, and finally several advice about how toimprove the stock of human capital in Guizhou province according to the empiricallyresearched results.The main conclusions in this review as below are:(1) The average contributionrate to economic growth by human capital during years of1978-2012was only18.89%in Guizhou(among of that, the contribution rate was9.02%by specifichuman capital), which indicates that human capital is far below the maximum powerto accelerate development of economy in Guizhou.(2) The low human capitalcontribution rate mainly manifested as low specific human capital contributionrate(which is only half the national average, and quarter to Shanghai), whichindicates that the biggest problem hindering the economy development in Guizhou isshort in human capital. The conclusions above will be great reference value torelevant policy drafted.Besides, the main contribution of this review lies in, first time to measure and calculate the stock of both basic and specific human capital in Guizhou on the basisof human capital classification model, making clear idea to the stock of humanresources and talent resources, and laying important data foundations to furtherrelevant study.
