Wuxi is located on the Yangtze River Delta heartland, although is the mostimportant traditional industrial city in history. With a huge cultural background, Wuxihas much educational, science and technology resources, strength economicfoundation and also, Wuxi is the motherland of the national industry and commerce.At the same time, in the international economics field, with the in-depth study ofeconomic growth theory, we can confirm that human capital is the simulativeeconomy growth endogenous factors and the main driving force. In the transformprocess from extensive economy to intensive and efficient economy, manpowercapital construction promotes importantly to raise the level of labor force, and thedevelopment of science and technology. With the in-depth study, the economistsfound that human capital in economic growth is becoming more and more important,especially with the development of science and technology. In recent years, Wuxispeeds up the transformation of development strategy, in this process, the factor ofhuman capital plays a role much more important.This paper first reviews the development of manpower capital theory,introduce the newest foreign research results, and also the study of human capitaltheory in China after1978. Then, we will study the present situation of human capitalin Wuxi city; secondly, introduce Ke cloth Douglas production function, and theproduction function transformation model of human capital externality, applying themodel to Wuxi human capital for economic growth empirical analysis; again,calculate the model variables; the actual output, physical capital stock, the stock ofhuman capital, the human capital level. The variables in regression models forcorrelation test, found that the variables in the model are the same test the regressionmodel can well reflect the relationship between human capital and economic growth.The empirical test of the model of human capital externality, and calculate thematerial capital, human capital, human capital 's contribution to economic growth rate;finally, put forward to promote the stock of human capital of Wuxi city and humancapital development strategy, and put forward the strategy to promote the economic growth.
